The Internet Corporation for Assigned Names and Numbers (ICANN) organization is soliciting proposals to identify a supplier to assemble and manage Support Application Review Panel(s) (SARP(s)) to conduct evaluations of Applicant Support Program (ASP) applications for the New gTLD Program: Next Round. The ASP aims to serve the global public interest by ensuring worldwide accessibility to, and competition within, the New gTLD Program.

ICANN seeks to engage experienced and competent suppliers who can carry out a fair, efficient, consistent, and reliable process to assess ASP applicants in advance of the New gTLD Program: Next Round, anticipated to open in Q2 2026. The panelists' goal will be to identify ASP applicants that meet the criteria of the program. The supplier may choose to conduct the evaluation with in-house expertise, if available, or assemble and manage an outsourced panel of qualified evaluation experts, in line with ASP evaluation criteria and indicators.

The Internet Corporation for Assigned Names and Numbers (ICANN) organization is soliciting information to identify and learn about independent firms providing internal audit services that have extensive capabilities in performing internal audits for a broad range of operations as appropriate.

The objective of this project is for ICANN to connect with potential bidders that can provide independent assurance that ICANN's risk management, governance and internal processes are adequately designed and operating effectively.

The internal audit function should help assure that the controls in place are adequate to mitigate risks, but also go beyond risk mitigation and compliance by adding process improvement value to the operations examined. The firm should bring a systematic, disciplined approach to internal audit assignments to help with clarity and efficiency to ICANN's operations.

ICANN is looking for the potential firms to describe their approach for performing internal audit function, including frequency, timing, and scope of services.

As noted, ICANN requires a firm that can provide internal audit services relating to financial risk, but also has experience auditing other functional areas of the organization and can provide a comprehensive approach to encompass the entire organization. Any firm that only has expertise in financial and/or IT assessments will not be considered.

This RFI is the first part of a two-stage sourcing process used to fully evaluate proposals for this initiative. This RFI will be followed by a separate Request for Proposal (RFP).

Registry System Testing RFP (13 October 23)

The Internet Corporation for Assigned Names and Numbers ("ICANN") is soliciting proposals to identify qualified vendors interested in participating in a staff augmentation model to collaboratively design and build an enhanced Registry System Testing (RST) service that will enable registry operators to ensure their registry system and services are compliant with ICANN's technical and operational standards. RST is viewed as a pivotal core service within ICANN's operations for ensuring continued security and stability of the global domain name system.

The primary objective of this project is to develop and maintain the RST service internally, preserving domain knowledge while augmenting the ICANN team with external contractor developer and engineering test resources. ICANN is seeking a vendor who can work closely and collaboratively under the supervision of ICANN staff, ensuring seamless transfer of expertise.

As part of the service provided to the Internet community, ICANN operates one of the 13 root servers of the Internet, the IMRS, which is, also, known as L.ROOT-SERVERS.NET. Installing the cluster will result in increased root server capacity for the European region and improve the resiliency of not only the IMRS, but also the entire Root Server System.

gTLD Application Lifecycle System RFP (14 August 23)

The primary objective of this Request for Proposal (RFP) is to identify a comprehensive platform that can effectively facilitate the development, deployment, and seamless operation of the next phase of new Generic Top-Level Domain (gTLD) operational systems. The selected platform should empower ICANN by providing robust tools and capabilities to streamline the application collection, evaluation, and processing procedures, thereby enhancing the efficiency, accuracy, and transparency of the gTLD application process. Furthermore, the platform should enable seamless collaboration among ICANN staff and stakeholders, fostering a collaborative environment for managing the entire lifecycle of new gTLDs application process.

Through this RFP, ICANN aims to partner with vendors that can offer innovative solutions to meet these objectives and contribute to the continued growth and stability of the Internet's domain name system.

Request for Proposal: Middle East Domain Name Industry Study 2023 (8 June 23)

The Internet Corporation for Assigned Names and Numbers (ICANN) organization is soliciting proposals to identify a provider that can provide ICANN with a comprehensive study of the current state of the domain name industry in the Middle East, including data that can help identify gaps and opportunities in the broader Internet ecosystem and make recommendations that can help relevant stakeholders, who work or have interest in the region, to make informed decisions.

In 2015, ICANN commissioned the Middle East and Adjoining Countries (MEAC) DNS market study based on the recommendations of the community-driven regional engagement plan then. In 2020, the FY21-FY25 regional engagement plan recommended that ICANN review the key findings of the 2015 study. The 2015 study was reviewed internally, and results were shared with the regional community.

Now that ICANN is moving forward with the implementation of the next round of new gTLD applications, and with efforts underway to promote Universal Acceptance of domain names to help make the Internet more inclusive, this is the time to conduct a comprehensive study to understand how the domain name industry in the region is evolving. To this end, ICANN is seeking proposals from vendors who have the knowledge and the experience to conduct such a study.

The selected vendor will research the domain name industry at both regional and country levels, and provide a comparative analysis to show the changes from 2015 to 2023 as applicable. At a minimum, the methodology must rely on primary research (e.g., real-time measurements, surveys, or in-depth interviews) and secondary research (e.g., review of ICANN's previous reports and third-party reports such as World Bank, UNESCO, ITU, etc.).

Request for Proposal: The Grant Program (5 June 23)

The Internet Corporation for Assigned Names and Numbers (ICANN) is seeking to identify external vendors to provide services in support of the ICANN Grant Program.

The ICANN Grant Program is based on the recommendations contained in the Final Report of the Cross-Community Working Group on New Generic Top-Level Domain (gTLD) Auction Proceeds (CCWG-AP), as adopted by the ICANN Board in 12 June 2022. These recommendations provided ICANN with guidance on the distribution of proceeds from the auctions of last resort in the 2012 New gTLD Program. The Grant Program is being designed with best practices at the forefront. Because this is a new program for ICANN, there is a need for external vendors with a proven track record of expertise in the grant-making field to support this work.

The CCWG-AP Final Report outlined that the allocation of the auction proceeds should:

  • Benefit the development, distribution, evolution, and structures or projects that support the Internet's unique identifier systems
  • Benefit capacity building and underserved populations
  • Benefit the open and interoperable Internet

New gTLD Auction Proceeds are expected to be allocated in a manner consistent with ICANN's mission.

The program will operate in a series of grant cycles until the funds are depleted. Each cycle includes, at minimum: development (or confirmation) of application materials; receipt of applications; validation that applications and applicants meet admissibility and eligibility criteria; evaluation of applications by an Independent Application Assessment Panel; recommendation of a slate of applications to the ICANN Board of Directors; Board consideration of the slate; contracting and disbursement of grants; auditing, reporting, and monitoring of grants as appropriate; and evaluation of the cycle to determine if future modifications are needed.

ICANN is looking for vendor(s) that may be able to offer services in some or all of the following areas: assembling and managing the Independent Application Assessment Panel; conducting eligibility checks of the applications received; offering and managing grant-management software throughout the life cycle of a grant, from the application phase through the end of the grant, as well as applicant and grantee support; or conducting process evaluations for future improvements, as needed.

The Internet Corporation for Assigned Names and Numbers (ICANN) organization is soliciting information seeking to evaluate vendors interested in providing services in support of the ICANN Grant Program.

Through the Grant Program, proceeds from the auctions of last resort in the 2012 New Generic Top-Level Domains (gTLD) Program will be distributed. This program is being designed with best practices at the forefront, yet because this is a new program for ICANN, there is a need for external vendors with a proven track record of expertise in the grant-making field to support this work. This RFI will be conducted with the objective of maximizing the benefit for the program, while offering vendors a fair and equitable opportunity to participate. Elements such as cost of services and experience will be considered in the selection of vendors.

The program will operate in a series of grant cycles until the proceeds are depleted. For each cycle an allocated portion of available proceeds will be made available for grants. Each cycle includes, at a minimum:

The Internet Corporation for Assigned Names and Numbers (ICANN) organization is soliciting information seeking to evaluate vendors interested in supporting the implementation of a new enterprise system to aid ICANN staff in the collection and processing of applications for new generic top-level domains (gTLDs).

The ODP process led the ICANN org to consider resurrecting the "gTLD Application Processing" infrastructure in support of future rounds of new gTLD applications. This infrastructure is a combination of people and processes, many of which rely on computerized information systems. This RFI focuses on the "systems" component of the people-process-systems triad.

A "system" to support future rounds of gTLDs does not exist within ICANN org.

ICANN org's preparations to support future rounds of new gTLDs requires an upfront commitment to design and build the operational infrastructure (people, processes, and systems) without the precise knowledge of and insight into the demand or the number of applications in the next and subsequent rounds. Therefore, to proceed, ICANN must develop a cost-effective and timely solution to stand up and operate the next round.

This RFI is an important step in our analysis to evaluate potential platforms and vendors that can assist us in the future software engineering effort. This RFI is the first part of a two-stage sourcing process used to fully evaluate proposals for this initiative. The RFI is public, meaning anyone may provide a response. The goal of the RFI is to identify prospective candidates that may be short-selected to progress to the second stage of the evaluation, the request for proposal (RFP) stage. The RFP will be a closed or invitation-only process. Evaluation of proposals received during the RFP will ideally result in the selection of a provider for the initiative outlined.

The ideal staff augmentation service provider is one that has an established business practice in web, digital content, and document management technologies as part of its core competencies leveraging modern technology stack (cloud native, Kubernetes, modern client-side libraries, and server-side rendering) and practices (Lean software development process and DevSecOps), and offers such capabilities through a deep bench of professional experts assigned to ICANN's team for the long-term success of supported projects. These audits represent an important component of the accountability ICANN has to Internet stakeholders for the proper performance of the Internet Assigned Numbers Authority ("IANA") functions. The audits are mandated by the various contracts between ICANN and the Internet Engineering Task Force (IETF), the Regional Internet Registries (RIR) and Public Technical Identifiers (PTI).

The objective of this RFP is to select an independent audit firm to examine the security, process integrity, and availability of: (1) The controls created as part of the trust services principles and criteria for the Service Organization Control (SOC) 2 covering ICANN's Registry Assignment and Maintenance Systems (RAMS), and (2) The controls created as part of the trust services principles and criteria for the Service Organization Control (SOC) 3 covering ICANN's Root Zone Domain Name System (DNS) Security Extensions (DNSSEC) Key Signing Key (RZ DNSSEC KSK) System.

In 2016, the ICANN organization conducted The 2016 African Domain Name System Market Study in the Africa region. The main purpose of the study was to:

  • Highlight the strengths and weaknesses in the DNS sector in Africa
  • Develop recommendations on how to advance the industry to better exploit the opportunities available and to address identified challenges
  • Explore options for establishing an observatory to continuously monitor the growth, development, and emerging needs regarding the DNS in Africa

In tandem with feedback from the community, ICANN believes there have been changes to the reach and impact of the DNS in Africa in the past five years. Therefore, it is important to conduct a new study to examine the current realities related to the DNS in Africa and present an updated, comprehensive report of the African DNS landscape for the benefit of the community.

This new study will be essential for understanding the current circumstances in Africa ahead of a potential future round of new generic top-level domains.

The Internet Corporation for Assigned Names and Numbers (ICANN) organization is soliciting proposals to identify a provider to perform a global study centered on diversity and innovation in the Domain Name System (DNS) and serving the next billion Internet users.

ICANN is aware that the next chapter in the Internet's growth will increasingly impact the global Internet community as it evolves to include more of the world. The New Generic Top-Level Domain (gTLD) Program, launched in 2012, made it possible for communities, governments, businesses, and brands to apply to operate a gTLD registry. The expansion encouraged a more strategic use of the Internet by allowing users to utilize a label that aligns with their language, geography, identity, community, or brand.

Through the program, the number of gTLDs increased from 22 to more than 1,250, including 97 non-American Standard Code for Information Interchange (ASCII) scripts. However, participation in this area of the Internet continues to be uneven across regions. The majority of new Internet users is expected to come from the African, Asia Pacific, and Latin American regions. Serving the next billion Internet users from those regions will require attention to local needs, especially as it relates to digital content in local languages.

Accordingly, the proposed study will provide evidence-based information on operating models, user requirements, and other factors related to running a TLD in the DNS. The results will help ICANN understand what information – including the most significant challenges and emerging trends –to consider in developing rules and procedures for the next gTLD round to support diversity and innovation in the DNS while maintaining DNS security, stability, and resilience.

The At-Large Advisory Committee (ALAC), in collaboration with over 250 At-Large Structure organizations across the globe, expresses the interests of individual Internet end users within the ICANN community. The ALAC provides advice on the activities of ICANN, including Internet policies developed by ICANN's Supporting Organizations.

By surveying specific respondent groups identified by the ALAC, ICANN aims to bolster the data collection efforts of the At-Large community related to Internet end users on the topic of Internationalized Domain Names (IDNs) and Universal Acceptance (UA). The survey will allow the ALAC to collect the perspectives of targeted end users about IDNs and UA in the Hindi language, in selected regions of India, within the limitations of the estimated support allocation.

The Internet Corporation for Assigned Names and Numbers (ICANN) organization is soliciting proposals to identify a public relations service provider to partner in the development and implementation of a unique awareness campaign.

The objective of the specific project is to build awareness of the importance of enabling Internet users to access the Internet in languages and scripts other than English or American Standard Code for Information Interchange (ASCII) character sets, and to support the ICANN community's efforts to encourage software developers and back-end providers to adopt Universal Acceptance standards. This effort is the beginning of what will be a multiyear approach in support of the next round of generic top-level domain (gTLD) applications, pending approval by the ICANN Board.

This will be a global awareness campaign with emphasis in Africa, Asia, and Latin America. To be considered, providers must have a global footprint, with a physical presence outside of the United States.

  • Potentially identify industry leaders as it relates to the vision of the SSAD for a possible future Request for Proposal (RFP) should:

    • The ICANN Board adopt the SSAD-related recommendations in the future, and
    • ICANN org decides to outsource some or all of the SSAD-related work including designing, development, and ongoing operations of the system.

This RFI will play a crucial role in helping to identify a potential functional and centralized mechanism to handle requests for non-public registration data that can serve the global Internet community.

It should be noted that this RFI will not directly lead to a Request for Proposal (RFP) or contracting. The recommendations related to SSAD are currently pending the ICANN Board's consideration. The information and solutions proposed in this RFI may shape the org's proposed solution. The Technical Compliance Monitoring system is intended to enable the ICANN organization to help generic top-level domain (gTLD) registries and registrars ensure compliance with ICANN's consensus policies, as well as the provisions described in the 2017 gTLD Base Registry Agreement and the 2013 Registrar Accreditation Agreement (contracted parties' agreements).

The Internet Corporation for Assigned Names and Numbers ("ICANN"), is soliciting proposals to identify a provider that will develop and maintain software for its affiliate Public Technical Identifiers (PTI) that will replace the existing Domain Name System Security Extensions (DNSSEC) Key Signing Key (KSK) Management Tools. These tools comprise a critical component of the delivery of the IANA functions by PTI. The selected provider, in coordination with PTI, will be responsible for all aspects of development and implementation including design, programming, testing and configuration. All deliverables must be created under formal guidelines with comprehensive documentation. The software will be published under an open source license and must incorporate industry best practices with documented test cases that will be shared with the Internet community.

The DNSSEC KSK Management Tools are a set of software utilities to manage the KSK life cycle, including processing Key Signing Requests (KSRs) and generating Signed Key Responses (SKRs), as part of executing the Root Zone KSK ceremonies.

PTI seeks a well-qualified provider to develop and maintain this new software based on provided requirements, to provide ongoing maintenance and to develop potential future enhancements. This software will help improve the efficiency and resiliency of management of the Root Zone KSK, which can also be leveraged by other DNSSEC practitioners in their operations.

The Internet Corporation for Assigned Names and Numbers ("ICANN") is seeking to identify one or more suppliers qualified to develop and conduct survey(s) to assess the use and effectiveness of Sunrise and Trademark Claims Rights Protection Mechanisms (RPMs). These RPMs are services provided through ICANN's Trademark Clearinghouse (TMCH) for trademark owners.

RPMs refer to those policies and processes developed to provide workable mechanisms for trademark owners to either prevent or remedy certain unauthorized use of their trademarks in the domain name system. The Sunrise service provides priority access to rights holders to request domain names associated with their trademark(s). The Trademark Claims service provides notification to: (a) a potential domain name registrant attempting to register a domain name that matches a trademark record entered into the TMCH, and (b) a rights holder after registration of a matching domain name.

As Sunrise and Trademark Claims RPMs have not been subject to policy review to date, no comprehensive, publicly available data currently exists that measures their effectiveness. By surveying the specific respondent groups identified by the ICANN community as most affected by Sunrise and Trademark Claims RPMs, ICANN aims to assist the community to evaluate the efficacy of these RPMs, as well as bolster ICANN's data collection efforts related to the RPMs.

The Internet Corporation for Assigned Names and Numbers ("ICANN") is seeking to identify one or more additional ICANN-designated Registrar Data Escrow (RDE) agent(s) suitable to provide RDE services to accredited registrars.

In 2007, the ICANN organization began implementing an RDE program that required accredited registrars to regularly deposit a back-up copy of gTLD registration data with the ICANN organization, through its arrangement with ICANN organization's designated Registrar Data Escrow agent, or alternatively, an ICANN-approved RDE agent pursuant to the terms of its Registrar Accreditation Agreement (RAA) and the Registrar Data Escrow Specification.

Since the program launched, the industry has grown. Regulations have changed and, in turn, needs have evolved. Registrars are located throughout the world; thus, the ICANN organization will be considering RDE agents with the capability to offer broad global or multiregional support.

The objective of this request for proposal (RFP) is to identify one or more additional ICANN-designated Registrar Data Escrow agent(s) suitable to support the ICANN organization and its accredited registrars in their selection of designated agents across the ICANN organization regions.

The Internet Corporation for Assigned Names and Numbers ("ICANN") is seeking a provider to conduct information systems audits mandated by the various contracts between the ICANN organization and the Internet Engineering Task Force (IETF) and the Regional Internet Registries (RIR). The audits are also part of the contract between the ICANN organization and its affiliate, Public Technical Identifiers (PTI).

PTI is responsible for the operational aspects of coordinating the Internet's unique identifiers and maintaining the trust of the community to provide these services in an unbiased, responsible and effective manner. Mainly, PTI is responsible for the operation of the Internet Assigned Numbers Authority (IANA) functions; domain names, number resources, and protocol parameter assignments.

The objective of this request for proposal (RFP) is to select an independent audit firm to examine the security, process integrity and availability of the controls created as part of the Trust Services Criteria for the SOC 2® and the SOC 3®. The defined audit periods are 1 October 2017 through 30 September 2018 for the SOC 2® and 1 December 2017 through 30 November 2018 for the SOC 3®.

The Internet Corporation for Assigned Names and Numbers' ("ICANN") New Generic Top-Level Domain (gTLD) Program has enabled hundreds of new generic top-level domains to enter into the domain name system (DNS) since the first delegations occurred in October 2013.

A number of safeguards were built into the Program that were intended to mitigate rates of abusive, malicious, and criminal activity in these new gTLDs, such as phishing, spam, malware distribution, and botnet command-and-control. ICANN is currently engaged in a review of these safeguards and their effects on rates of DNS abuse, and is seeking a provider to conduct a study examining rates of malicious and abusive behavior in the global DNS.

The Internet Corporation for Assigned Names and Numbers ("ICANN") is seeking a provider to conduct a study on the domain name industry in the Latin America and the Caribbean region. The goal of this study is to identify and define the strengths and weaknesses in the industry ecosystem within the region, and develop recommendations on how to advance the industry and bring it closer to the opportunities available.

The ICANN's Latin America and the Caribbean Strategic Plan defined four key areas of interest as strategic focus for the region. Two of those, namely Capacity Building and Outreach; and Economic Issues contemplate aspects to further develop the domain name industry.

The study at a minimum will investigate the current state of the Internet and the domain name industry in the region, define best practices that have made an impact in domain name market growth, look at the broader ecosystem of the Internet infrastructure and online services and describe the impact of such elements on the overall evolution of the domain name industry, describe the business potential in the domain name industry in this region, and provide suggestions on how to develop the industry and what business models can be adopted in the entire industry chain. The study will include data, analysis, and recommendations.

The final report of the study is to be delivered no later than 23rd May 2016.

The Internet Corporation for Assigned Names and Numbers ("ICANN") is seeking provider(s) to develop Label Generation Rules (LGRs) for multiple languages (and scripts) for use at the second level, based on a new machine readable formal representation available at https://tools.ietf.org/html/draft-davies-idntables.

In the new gTLD program, during Pre-Delegation Testing (PDT) ICANN has noted a large number of IDN table submissions. The IDN tables submitted by the new gTLD registries varied in the repertoire of characters included and the contextual rules. In order to improve consistency of testing and stability of registry operations of new gTLDs, ICANN has approved the development of reference LGRs for the second level for use in Pre-Delegation Testing (PDT) and the Registry Service Evaluation Process (RSEP).These tables will be developed based on authoritative sources, validated by experts and then finalized based on community feedback. Once finalized, these will be published openly by ICANN.

ICANN intends to use these reference LGRs for the second level for internal operations and will make them available for the community.

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
