2013 Events

ICANN's 48th International Meeting in Buenos Aires, Argentina 17 – 21 November 2013

Maguy Serad, Carlos Alvarez, Greg DiBiase and Victor Oppenheimer attended ICANN's 48th International Meeting in Buenos Aires, Argentina 17 – 21 November 2013. The Contractual Compliance team held several outreach sessions; the Latin America Registrar Outreach [PDF, 1.02 MB], the Registry Outreach for the delegated TLDs [PDF, 2.1 MB] and in partnership with the Engagement Team, conducted an all day event focused on the 2013 Registrar Accreditation Agreement (RAA). In addition, on Wednesday 20 November 2013, the team provided the ICANN community with a Contractual Compliance Program Update [PDF, 1.77 MB] focusing on the 2013 RAA changes, an update on new gTLDs and the compliance metrics and performance measurement. The team also participated in the public session, Improving WHOIS – An Update, held on 21 November 2013.

The team also presented on ICANN's Contractual Compliance Program at the At-Large Advisory Committee (ALAC), the Registrar Stakeholder Group and the Intellectual Property Constituency (IPC) Stakeholder Group.

2013 RAA Registrar Outreach Meetings

The Contractual Compliance team in partnership with the DNS Engagement Team (previously known as the Registrar Relation Team) delivered the following 2013 RAA Outreach Meetings:

  • NA Meeting held on 22 and 23 August 2013 in Los Angeles, USA
  • AP Meeting held on 26 and 27 August 2013 in Xiamen, China
  • Europe Meeting held on 23 and 24 September 2013 in Berlin, Germany
  • Latin America Meeting held on 22 November 2013 in Buenos Aires, Argentina

The Contractual Compliance team's objective is to provide updates on the Changes due to the 2013 RAA [PDF, 298 KB] and to ensure alignment with the contracted parties on expectations.

ICANN's 47th International Meeting in Durban, South Africa 14 - 18 July 2013

Maguy Serad, Stacy Burnette, Shauna Royston and Victor Oppenheimer attended ICANN's 47th International Meeting in Durban, South Africa 14 - 18 July 2013. The Contractual Compliance team presented on ICANN's Contractual Compliance Program at a Newcomers session as well as to the At-Large Advisory Committee (ALAC), the Registrar Stakeholder Group and the Intellectual Property Constituency (IPC) Stakeholder Group.

The Contractual Compliance team also participated in the At-Large Multi-Stakeholder Policy Roundtable on the topic of addressing consumer and public interest concerns with New gTLDs held on Monday 15 July 2013

In addition, on Wednesday 17 July 2013, the team provided the ICANN community with a Contractual Compliance Program Update [PDF, 5.34 MB] focusing on the new activities, upcoming policy and 2013 Registrar Accreditation Agreement (RAA) changes, an update on new gTLDs and a live demonstration of the complaint management system and of the performance measurement and reporting tool.

ICANN's 46th International Meeting in Beijing, China 7 – 11 April 2013

Maguy Serad, Carlos Alvarez, Jacks Khawaja and Owen Smigelski attended ICANN's 46th International Meeting in Beijing, China 7 – 11 April 2013. The Contractual Compliance team made presentations on ICANN's Contractual Compliance Program at a Newcomers session as well as to the At-Large Advisory Committee (ALAC), the Registrar Stakeholder Group, the Intellectual Property Constituency (IPC) Stakeholder Group, the gTLD Registries Stakeholder Group, and the Law Enforcement Community.

The Contractual Compliance team also participated in sessions including:
  • APRALO Multistakeholder Policy Roundtable on the topic of End User/Consumer Protection with New gTLDs held on Monday 8 April 2013
  • Expert Working Group on gTLD Directory Services
  • At-Large WHOIS Working Group on Wednesday 10 April 2013

Keeping up with the Contractual Compliance commitment for outreach effort, a session was held on Saturday 6 April 2013 for the Asia Pacific Registrars regarding Contractual Compliance AP Registrar Outreach [PDF, 2.65 MB] for an interactive review and discussion about the contractual compliance process, approach and handling of complaint types. Another session was held on Wednesday 10 April 2013, General Update & Audit Program Update [PDF, 2.41 MB], to provide the ICANN community with an update on the Contractual Compliance audit program, activities, and to address questions regarding the audit. Both sessions are available in English and Mandarin audio.

Europe Regional Registry/Registrar Meeting 24-25 January 2013 Amsterdam, Netherland

Maguy Serad and Jacks Khawaja attended the Europe Regional Meeting in Amsterdam, Netherland on 24 and 25 January 2013. The Compliance team made presentations on ICANN's Contractual Compliance Program at a Newcomers session [PDF, 1.45 MB] as well an operational and audit update [PDF, 1.54 MB].

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
