关于丧失权益的域名

注册域名后,注册人便享有使用、续延、恢复或转让域名的权益。如果注册人不再享有这些权益,或者域名被其他人注册,那么先前的注册人就可以将这个域名视为"丧失权益的域名"。

如需了解某个域名是否被注册,以及当域名被注册时要查找注册人,可以访问 https://whois.icann.org/ 执行 WHOIS 搜索。

ICANN 不具有将域名转让或返还给任何人的权力或职权。ICANN 仅根据以下合同行使相关职权:注册服务机构认证协议 (RAA)、注册管理机构协议 (RA) 以及 ICANN 的共识性政策。

丧失权益的域名:常见情况

如果您的域名在到期后没有其他人注册,您应当立即联系注册服务机构,讨论可以通过哪些方式续延域名。域名生命周期结束后,域名会接受公众重新注册。

如果您的域名未经您的许可而被转让给其他注册服务机构,并且域名不再由您管理,那么可能发生了未经授权的域名转让情况。未经授权的域名转让可能由于非法活动所导致,包括域名劫持,或在未经授权的情况下访问您的电子邮件帐户或其他登录凭据。根据相关合同,ICANN 的职权不包括调查或起诉非法活动。您应当立即联系之前的注册服务机构,请求他们提起未经授权的域名转让投诉。

如果您域名的 WHOIS信息未经您的许可而被修改,您应当立即联系注册服务机构,因为有人可能在未经授权的情况下访问了您的客户帐户。ICANN 不具有对任何域名更改 WHOIS 信息的权力或职权。

如果根据注册服务机构的注册协议或域名使用政策删除、取消或终止了您的域名,请查看注册服务机构的网站以及您的注册协议条款,了解注册服务机构的行为是否符合其域名使用(或反滥用)政策。如果您认为注册服务机构可能违反了与您签署的注册协议,或者可能违反了任何适用法律或法规,您应当尽力解决与注册服务机构的纠纷,并考虑针对您选用的解决方案寻求法律建议。

如果因未对注册服务机构的 WHOIS问讯做出回应而停用或删除了您的域名,请联系您的注册服务机构(或其分销商,如果适用),并提供更新后的准确 WHOIS 信息。2013 RAA 的 WHOIS 准确度项目规范规定,如果注册人没有在注册服务机构发出 WHOIS 数据准确度相关问讯后的 15 天内做出回应,所有 ICANN 认证注册服务机构可以采取特定措施。这些措施包括终止或停用域名,或者锁定域名直到注册服务机构能够验证或更正 WHOIS 数据为止。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
