ICANN 开罗会议期间 , ALAC 投票决定 , 要求对允许域名注册人在域名正式过期后加以恢复一事 , 提供《问题报告》。 ALAC 的要求已于 2008 年 11 月 20 日提交给 GNSO ( 通用名称支持组织 ) 委员会。 ICANN 工作人员 编写了关于恢复过期域名的《问题报告》,并于 2008 年 12 月 5 日提交给 GNSO 委员会。在这份《问题报告》中, ICANN 工作人员建议 GNSO 委员会启动 PDP (政策制定流程)来审核并考虑对过期域名删除政策进行修改,或者制定一个各方达成共识的新政策来解决以下问题:

  • 注册人是否有适当的机会恢复其过期域名
  • 典型注册协议中与域名过期相关的条款是否足够清晰明确
  • 是否履行充分告知义务,提醒注册人域名即将过期
  • 是否需要采取其他措施(如设为保持状态;在网站上贴出通知,并附带有关如何续用的链接;或其他待定方案)告知注册人,一旦域名进入自动续用宽限期,该域名即已过期
  • 是否允许在续用宽限期内转让域名,如果可以,怎样才是最佳的做法。

ICANN 工作人员就《问题报告》引起的若干问题向 GNSO 委员会进行了说明。 GNSO 委员会在其 1 月 29 日的会议上审核了这些说明 , 同意建立过期域名恢复起草小组以对启动政策制定流程提出建议 , 并为该工作组拟定了一个章程。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as"""" is not an IDN."
