概述

已过期的 IANA 职能合同规定了 IANA 号码服务报告和执行的相关要求。在缺乏 IANA 职能合同的情况下,互联网号码社群提议制定一份由 5 个 RIR 和 ICANN 签署的 SLA,ICANN 应根据该 SLA 继续执行 IANA 号码服务。此外,为对 SLA 进行监督,互联网号码社群建议成立审核委员会,为号码资源组织 (NRO) 执行委员会在对 ICANN 执行 SLA 方面进行定期审核时提供建议。

为了满足第一个要求,RIR 启动了 SLA 起草程序。各草案已公开发布以征询公众意见。ICANN 在公众意见征询流程期间提供了建议和反馈。协议的第一稿草案已于 2015 年 5 月发布,最终的签名草案已于 2016 年 5 月发布。

最终 SLA中包含绩效预期,并规定在发生不执行情况时的呈报渠道和争议解决机制。除非 ICANN 或 RIR 因故选择不续期,并在当时期限届满前提供 6 个月通知,否则 SLA 每 5 年自动续期。在没有续期或协议终止时,RIR 将会选出继任的运营商并向其交付号码服务。

2016 年 5 月 27 日,ICANN 董事会批准了 SLA 的签署。2016 年 6 月 29 日,ICANN 和 RIR 签署了 SLA。SLA 现已生效。

Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
