概述

在 IANA 管理权移交之前,对 DNS 根区管理环境执行的所有更改都需要获得 NTIA 批准,例如,根区的 DNSSEC 签署、IANA 流程的许多更改类型,以及可能由根区维护人应用至 DNS 根区的更改。域名社群建议在移交后不再要求对 DNS 根区的例行内容更改进行审批。然而,鉴于 DNS 根的关键性,所有重大架构性更改仍需要获得正式批准。

域名社群在 ICG 提案中要求组建一个常任委员会,以就推动此类架构性更改的适当性向 ICANN 董事会提供建议。ICANN 将此委员会命名为根区发展审核委员会 (RZERC)。RZERC 将考虑其成员、PTI 或 CSC 提出的所有问题。

RZERC 不一定要考虑相关问题的细节,但是它负责确保参与决策的各方包括所有相关机构,并且他们都能获得必要的专业知识。正因为如此,RZERC 会与相关组织和社群协调,并在适当时邀请外部专家,以确认在就根区的架构性和运营更改进行讨论和提供建议时,所有相关方都有机会参与进来。

RZERC 章程由 ICANN 与 IOTF 协商拟订,并由管理权 CWG 进行多次审核,然后于 2016 年 6 月 10 日公布并接受为期 30 天的公共评议。

根据 ICANN 公共评议流程的标准实践,ICANN 审核了收到的评论,并在与 ICG 提案要求保持一致的前提下,根据评论内容对章程进行了必要修订。工作人员报告RZERC 章程终稿已于 2016 年 8 月 8 日发布。2016 年 8 月 9 日,ICANN 董事会批准并采纳了该 RZERC 章程。

2016 年 8 月 1 日,ICANN 邀请 ASO、SSAC、RSSAC、RySG、ccNSO、IETF 以及 Verisign(作为根区维护人)启动相关流程,以选派将在 RZERC 任职的代表。截至 2016 年 8 月 12 日,ICANN 收到了所有提名组织发出的代表通知,并组建了 RZERC

Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
