ICANN Issues Breach Notice to Net 4 India Limited; Continues Support for Registrants

As noted in the previous blog, ICANN organization (org) has been taking action to protect registrants during insolvency proceedings involving the registrar Net 4 India Limited. I want to give the community an update on recent ICANN contractual compliance activity, and a reminder of the resources available to those affected.

On 10 December 2020, ICANN Contractual Compliance issued a Notice of Breach of Net 4 India Limited's Registrar Accreditation Agreement (RAA). You can read the full notice here. The notice addresses RAA violations detected through the processing of complaints submitted to ICANN Contractual Compliance, as well as through ICANN org's own monitoring of the registrar's compliance with its RAA obligations. If the registrar fails to cure all breaches by 31 December 2020, ICANN org may initiate the RAA termination process.

The breach notice does not encompass all complaints that are currently in process as some continue to be within the informal resolution phase. Additional breach notices may be issued if the registrar fails to demonstrate compliance with respect to complaints that are not included in this notice. The resolution time for each complaint will depend on the complexity of the complaint, as well as the time needed by the registrar to respond completely and remediate, as applicable.

ICANN Assistance to Registrants and Affected Users

ICANN org will continue to provide direct assistance to the affected registrants and users through various avenues. The previous blog details how to access the available resources, including how to transfer a domain name or file a complaint. Please read the detailed instructions in this blog to ensure you provide the information and evidence required.

Before submitting a complaint, please confirm the domain name is registered with Net 4 India Limited or Openprovider, as Net 4 India Limited also acts as a reseller for Openprovider. You can check the publicly available registration information for the domain name to verify your registrar here.

ICANN's Global Support Center, as well as our Head of India, Samiran Gupta, continue to respond by email and the telephone to registrants seeking guidance and information. ICANN Contractual Compliance has also been providing clarifications and additional information to complainants. ICANN org's resource hub for registrants can be found here.

If you have already submitted a complaint containing the required information and evidence, ICANN Contractual Compliance will address it and communicate with you directly. ICANN org is closely monitoring the situation and will continue to take actions to protect registrants' rights where the registrar fails to comply with its contractual obligations.

    I am struggling to contact Net 4 India on phone and mails. No response from them and +91-11-45980000 is not working. As per internet search, Net 4 India Limited shutdown the offices across India without informing customers and partners which is void of ICANN code of conduct. They are not providing domain Auth-Code so as to prevent domain transfer. ICANN Please help us to list Net 4 India Limited on Bulk Transfer Page.

    Tired of contacting Net4. No response anyway. Various tickets opened, emails send which bounced back, no contacts. Renewed my two domains in Sept'20 for 5yrs, payment done but order status yet not updated. Getting afraid whether my domain if not renewed, our company's all emails and hosting services will get stop which will lead to huge business loss. Please help how can I transfer my 3 domain from Net4 to other service provider as not getting any help from net4 in any matter. Thanking you.

    Hi. I have 15 domains registered on Net4. I am trying to get my contact details updated on Net4 Website. I also tried to generate authorization code but there is no response from Net4. I tried visiting their office, which is closed now. The call center/backend number +91-11-45980000 is also not working. I also wrote to corporatesupport at net4 dot in on 27th October 2020 and there is no response from them till date. Please help as I need the domains to get transferred to another vendor as soon as possible. I tried to update the name server for one domain. The same does not get updated. I had to take a separate domain on another vendor to host my website. When I renewed my website or purchase a new one, I am not even able to get the GST invoice. Neither the same gets updated on the GST Site against my GST number which is already updated on my Net4 login. I feel so trapped with net4 as I need the domain for my work.

    Hi, I have more than 20 domains registered on Net4. I have tried to contact through Net4 Website, but no response. I tried to generate authorization code but no email response is received though their website panel says that the email has been sent to the registered email. There is no response from Net4. The call center/backend number +91-11-45980000 is also not working. I also tried to wrote to corporatesupport at net4 dot as well as renewals at net4 dot com but mail is not functional. Please help as I need the domains to get transferred to another vendor as soon as possible.

    ICANN proved to be a toothless & useless body, having no control over the Registrars accredited by itself. I suggest ICANN be renamed as ICANNot. We have these cases 00974247, 00975176, 00977677, 00995047 pending since more than 3 months and they are still investigating. Net4 India is not just non-compliance, but has become fraud too. Though I am least afraid and capable of resolving cases myself. I have resolved many cases and will resolve these too.

    We have 30 domains with net4 india, some paid for next 3 years. some are expiring. I have filled forms and sent emails to net4india, ICANN but no action is taken. If you are receiving emails from the RABT email address then why dont you share the AUTH code and relive every one having issue with NET4 INDIA. There are ample of articles in all leading news paper that NET4 India is shut down and all imp persons are absconding. As a central body, ICANN should help every one having issues with NET4 related to domains.

    Please get in touch with IN.registry emails found prominently on the home page at w w w . registry . in regarding Net4. they would provide you with an auth code upon presentation of required authentication documents. I got it within 12 hours for my domains.

    I am a Net4Partner struggling to contact Net 4 India on phone and mails. No response from them and +91-11-45980000 is not working.     Hi. I have 13 domains and two hostings registered on Net4. I paid online for renewal 3 of my domains but they have NOT been renewed and the same are now past the due date. I also tried to generate authorization codes on their site to move my domains to other providers but the same has been repeatedly unsuccessful. Emails and Phones are not being responded to and their help desk does not work. I believe that their office in Delhi too is shut. The call center/backend number +91-11-45980000 is also not working. Some of these domains have been with me for almost two decades and I am concerned that some squatters may capture them due to this criminal negligence by Net4. Please help me transfer all 13 of my domains to another vendor as soon as possible so that I can maintain continuity of my web sites and retain my domains. Please treat this as urgent. I have already submitted a complaint on your website and await your response. This complaint is to re-enforce my submission and also let the world know of the activities being carried out by Net4 India, leading to disruptions in my online activities.

    hi this is rahul dev i bought 30 domains and various kinds of hosting from net4.in but they ddn't provide me the service instead they discontinued the support,stopped picking up the calls, never resolved the complaints and i had huge loss of 15 lakhs in 2 years due to this. This company is a fraud.

    Hi. I have 4 domains and one hosting registered on Net4.com. I have paid online for renewal of my domains with duration of 3years but they have NOT been renewed and the same are now shows that past ( [-33 days left for renewal] "A renewal request is already under process") the due date (Order number S02497642, on Dec 14, 2020), but it was not yet updated for the next expiry date in the renewed domain. I also tried to generate authorization codes on their site to move my domains to other service providers but the same has been repeatedly unsuccessful. Emails and Phones are not being responded to and their help desk does not work. I believe that their office in Delhi too has shut down. Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"".
