ICANN FY23 and FY24 Planning Process Update

I would like to update you on the status of the fiscal year 2023 (FY23) and fiscal year 2024 (FY24) Planning process and the Planning Prioritization Framework Pilot.

Proposed for Adoption FY23 Plans

The FY23-27 Operating and Financial Plan and FY23 Operating Plan and Budget are on track to be considered for adoption by the ICANN Board, as indicated in this published announcement.

FY24 Strategic Planning Process Update

The ICANN organization (org) has completed the first phase in the FY24 strategic planning process. The objective was to collect input on trends that may impact ICANN org's remit across five focus areas: financials, geopolitics, governance, security, and unique identifier systems.

Between February and March 2022, ICANN org held 13 Strategic Outlook Sessions with 261 participants from the ICANN community, org, and Board. Virtual breakout rooms and whiteboards were used in a remote setting to engage participants in brainstorming exercises, and over 1,000 data points were collected. A sincere thank you to all who participated in these sessions. The data collected in the community trend sessions has been published on ICANN's strategic planning web page.

Next, ICANN org will analyze the data to identify any new trends or significant changes to existing trends. After the trend analysis, ICANN org's Executive team and the Board Strategic Planning Committee will conduct an impact assessment to determine what changes, if any, are needed to ICANN org's FY24 plans. Findings and recommendations will be shared with the community in a trend report. If the Board determines that updates to the Strategic Plan are needed, the community will be informed about the next steps in the updating process, which is part of the annual planning process.

Planning Prioritization Framework Project Pilot

As part of the Planning Prioritization Framework Project, a pilot was conducted in collaboration with the ICANN community on a specific scope of work: Board-approved Specific Review recommendations. Five working sessions were held during April and May with Community Planning Prioritization members who volunteered in response to the Supporting Organization and Advisory Committee leaders' request to finalize the prioritization of the Board-approved review recommendations.

The Final Prioritized List of prioritized Board-approved Specific Review recommendations from the pilot is now published on the Finance and Planning Community workspace.

ICANN org is scheduling the next steps related to these prioritized activities for FY23. The ICANN org Planning team is analyzing the feedback from the Pilot and any enhancements to the Framework will be incorporated into a Version 2 publication, which is anticipated to be published by early July.
