Outcome

ICANN org appreciates the comments submitted by the community on the Maximal Starting Repertoire Version 6 (MSR-6). ICANN org received three submissions. One submission is in support of updates for Arabic script in MSR-6, one submission does not support the addition of the Oriya code point, and one submission proposes an additional Khmer code point to the MSR-6.

As per the Procedure to Develop and Maintain Label Generation Rules for the Root Zone with Respect to IDN Labels (RZ-LGR Procedure), the Integration Panel (IP) analyzes the comments and incorporates them as needed. The final version of MSR-6 will be posted on the Maximal Starting Repertoire page.

What We Received Input On

The Maximal Starting Repertoire (MSR) is a subset of code points in Unicode 16.0, created by following the prescriptions detailed in the Procedure to Develop and Maintain Label Generation Rules for the Root Zone with Respect to IDN Labels (RZ-LGR Procedure) in eliminating code points not eligible for the root zone. The MSR is a deliverable from the Integration Panel under the procedure and serves as a starting collection of code points from which Generation Panels may make a selection in constructing the repertoire for their respective Root Zone Label Generation Rules (RZ-LGR) proposals. The contents of MSR version 6 (MSR-6) and a detailed rationale behind its development are available in the MSR-6 Overview and Rationale document.

MSR-6 is upwardly compatible with MSR-5, covering the same 28 scripts. MSR-6 includes updates from Unicode version 11.0 to version 16.0 and the following changes in Arabic, Ethiopic, Oriya, and Tibetan scripts: 

  • Addition of 7 code points to the Arabic script. 
  • Removal of 1 Arabic code point as obsolete.
  • Addition of 28 code points to the Ethiopic script.
  • Addition of 2 code points to the Tibetan script.
  • Addition of 1 code point to the Oriya script.

The proposed MSR-6 includes 33,552 code points. It is being published for Public Comment before being finalized. Please review and provide your comments regarding the code point repertoire.

Background

To support Internationalized Domain Name (IDN) labels and their variant labels in the root zone, the ICANN community, at the direction of the Board, undertook several projects to study and make recommendations on their viability, sustainability and delegation. One of these projects is the implementation of the RZ-LGR Procedure allowing for the development of the Root Zone Label Generation Rules (RZ-LGR). 

Under the RZ-LGR Procedure, the MSR is the starting point for the work done by community-based Generation Panels that develop Root Zone Label Generation Rules (RZ-LGR) proposals for relevant scripts.
