Last year, the Number Resource Organization (NRO) asked the Address Supporting Organization Address Council (ASO AC) to manage a process to propose updates to Internet Coordination Policy 2 (ICP-2). An updated ICP-2 would provide the Regional Internet Registry (RIR) system with greater accountability, especially as the Internet continues to evolve.
Developed by the ASO with assistance from the American Registry for Internet Numbers, the Asia Pacific Network Information Centre, and the Réseaux IP Européens Network Coordination Centre, and accepted by the ICANN Board in 2001, ICP-2 states the essential requirements for the recognition of new RIRs. For example, ICANN recognized the Latin American and Caribbean Internet Address Registry in 2002 and the African Network Information Centre in 2005 through ICP-2.
The ASO AC, in consultation with each of the RIR communities, developed a document to present the core principles it believes should be reflected in the next version of ICP-2. In addition to principles on RIR governance, ecosystem, lifecycle, recognition, and operation, the document also provides principles for the potential derecognition of an RIR if it fails to adhere to the criteria.
The ICANN community has the opportunity to review the document and provide input through a Public Comment proceeding. This proceeding complements a concurrent global questionnaire in the RIR communities organized by the NRO. For more information, the ASO AC will lead a session during ICANN81 and will also meet with several ICANN community groups to answer questions and discuss this important work.
