What We Need Your Input On
ICANN org has worked with relevant communities and already published Reference LGRs for the second level for multiple scripts and languages. Additional Reference LGRs have been developed based on the detailed analysis in consultation with the relevant language and script communities.
Two new Reference LGRs are being released for Public Comment.
- Javanese script
- Unified Canadian Aboriginal Syllabics (UCAS) script
In addition, six updated Reference LGRs are being released for Public Comment.
- Arabic script: Two characters were added to support the Pegon writing system in Indonesia.
- Inuktitut language: Additional cross-script variants were added due to the newly added UCAS script Reference LGR.
- Japanese language: An additional rule was added to align with the Root Zone Label Generation Rules version 6 (RZ-LGR-6).
- Japanese script: An additional rule was added to align with the RZ-LGR-6.
- Latin script: one character was added to support Algonquian languages in Canada.
- Latin script (Full Variant): Cross-script variants were added due to an additional character added to the Latin script Reference LGR.
ICANN org seeks feedback from the broader community on these new and updated Reference LGRs.

Background
To improve the transparency and consistency of the Internationalized Domain Name (IDN) table review process and facilitate the registry operations of new generic top-level domains (gTLDs), ICANN has developed Reference IDN tables in machine-readable format, called Reference Label Generation Rulesets for the Second Level. These are used in conducting the security and stability review of IDN tables submitted by the gTLD registries, e.g., through the IDN services.
The Reference LGRs are developed in the context of either a language or a script. Experts from the relevant language or script community are consulted while developing these Reference LGRs
Next Steps
After consideration of the comments, and modification as needed, the final version of the Reference LGRs will be posted on the Second-Level Reference LGR web page.
