プライバシー＆プロキシサービスプロバイダ、お客様、サードパーティ申請者のための重要事項

プライバシー＆プロキシサービスプロバイダは、お客様が登録データディレクトリサービス (RDDS) に自身の個人情報を送信せずにドメイン名を登録できるサービスを提供しています。

プライバシーサービスは、お客様が登録ドメイン名ホルダーとしてドメイン名を登録できるサービスです（顧客名はWHOISの「レジストラント名」フィールドに表示されます）。または、サービスプロバイダが、お客様の個人連絡先の代わりとして信頼できる連絡先情報（転送先のメールアドレスなど）を送信します。

プロキシサービスは、お客様が公共のWHOISに個人情報を表示せずにドメイン名を利用できるサービスです。プロキシサービスプロバイダがレコードのレジストラント（登録ドメイン名ホルダー）となり、お客様の代わりに連絡先情報を提供します。この場合、プロキシサービスプロバイダは登録ドメイン名ホルダー（ドメインに対して一定の法的権利および責任を有する）として扱われるため、本サービスはプライバシーサービスとは法的に区別されます。プロキシサービスプロバイダはお客様との合意に基づき、お客様にドメイン名利用のライセンスを付与します。

2013 RAA

2013 RAA では、ICANN認定レジストラに関連するプライバシー＆プロキシサービスプロバイダに対して以下の事項を要請しています。

  • プロバイダウェブサイトおよび/またはレジストラウェブサイト上でのサービス規約（価格帯を含む）の開示、および当該規約の遵守
  • 悪意ある／権利侵害となる連絡先の共有
  • プロバイダウェブサイトおよび/またはレジストラウェブサイト上での業務用連絡先の開示
  • プロバイダウェブサイトおよび/またはレジストラウェブサイト上での利用規約およびプロセス概要の開示、および当該項目の遵守　（例）商標権の乱用／侵害報告についての対処、コミュニケーション施策、サービス終了の条件、WHOISデータ開示条件、サポートサービスへのアクセスなど

ICANNプライバシー＆プロキシサービスプロバイダ新規認定プログラム

ICANNはマルチステークホルダーポリシーの開発プロセスにて定められた推奨ポリシー [PDF, 1.24 MB] に基づいて、プライバシー＆プロキシサービスプロバイダの新規認定プログラムを進めています。本プログラムが正式に実施されれば、ICANN認定レジストラはICANN認定を受けていない団体からのプライバシー＆プロキシサービスに関わる登録を承認することはできません。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
