“CCWG-问责制”第 2 工作阶段最终报告

目的: 本轮公共评议期旨在请求社群审查1 加强 ICANN 问责制跨社群工作组 (Cross Community Working Group on Enhancing ICANN Accountability)(简称“CCWG-问责制”)第 2 工作阶段(简称“WS2”)发布的《最终报告》中所提的各类建议是否存在前后不一致的情况。“CCWG-问责制”第 2 工作阶段的《最终报告》是将来自“CCWG-问责制”下属各个次级工作组提交的八份报告整合在一起的一份完整报告。这八份报告均已完成了公共评议期流程。这八份报告的主题源于《ICANN 章程》2第 27.1 节中列出的第 2 工作阶段所需讨论的各个主题。

当前状态: “CCWG-问责制”在 ICANN61 波多黎各圣胡安会议期间于 2018 年 3 月 9 日召开的见面会上完成了对每份次级工作组报告的批准工作,从而可将这些报告纳入到第 2 工作阶段的《最终报告》中。

后续步骤: “CCWG-问责制”将对这轮公共评议期中搜集到的建议进行分析,并根据所搜集到的有关报告前后不一致的相关评论对《最终报告》进行修订。“CCWG-问责制”还将就公共协商的结果发布一份报告。若无需进行重大调整,则“CCWG-问责制”将把第 2 工作阶段的《最终报告》呈交给发起组织供其审阅批准,然后将报告终稿呈交给 ICANN 董事会供其考量和采纳。

1 鉴于每份次级工作组的报告均已完成了公共评议期的流程,为了及时完成这项工作,“CCWG-问责制”决定限制本轮公共评议期的范围仅在于查找这份报告的各项建议中是否存在前后不一致的情况。“CCWG-问责制”将不会重新讨论实质性问题或针对报告某些部分重新启动新的公共评议期,并将按照预期和预算的规定,在 2018 年 6 月完成第 2 工作阶段的任务。

2 《章程》第 27.1 节中确定了第 2 工作阶段应包含九个主题。然而,合作接触流程 (Cooperative Engagement Process, CEP) 一题被认定为最好能够与 ICANN 独立审核流程 (Independent Review Process) 的调整工作放在一起协调进行,而无需放在第 2 工作阶段中完成。社群团体赞同“CCWG-问责制”的看法,支持在独立审核流程中进行调整,鉴于此,合作接触流程一题已从第 2 工作阶段中被移除。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
