一般会员社群独立审核提案征询

互联网名称与数字地址分配机构(即"ICANN")正根据 ICANN 章程的规定,针对一般会员社群(一般会员)的独立审核工作征召服务提供商。一般会员社群肩负着重要职责——他们代表着参与 ICANN 政策制定工作的个人互联网用户社群。

为了继续兑现 ICANN 对发展和改进的承诺,根据 ICANN 《章程》第 IV 条第 4 节的规定:"应对每个支持组织、支持组织理事会、咨询委员会(政府咨询委员会除外)和提名委员会定期进行绩效和运营的审核。"

这种定期审核使得 ICANN 下属各大组织有机会通过持续遵守审核原则而不断改进工作,从而在 ICANN 独特的架构之下,有目的地衡量 ICANN 制定的各种具体和可量化标准的施行绩效。持续改进工作、系统衡量绩效、评估施行效率对于 ICANN 继续保持其合法性是至关重要的。

本轮《提案征询 (RFP)》旨在确定一名独立审核人,评估以下项目的有效性:(1) 此前审核建议所带来的改进成果;(2) 一般会员社群构成(包括:ALAC、地区性一般会员组织 (RALO) 和一般会员结构 (ALS))是否遵守了 ICANN 确立的目标和可量化标准。本轮审核预计将在 2016 年 4 月到 2017 年 3 月期间进行。

Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
