背景

本轮针对 NomCom 的独立审核源于 ICANN 《章程 (Bylaws)》的规定,属于 ICANN 对发展、改进、问责制和透明度所做承诺的一部分。Analysis Group 于 2017 年 6 月入选执行这项审核。

NomCom 审核旨在确定 (i) NomCom 在 ICANN 架构中是否有继续存续的必要;(ii) 若有,则其架构或运营是否需要进行调整以提高效率,和;(iii) NomCom 是否对其选区、利益相关方团体、各个组织和其他利益相关方负责。本轮审核还将评估上一轮审核(2007 年至 2010 年)的改进成果是否奏效。

NomCom 是一家独立委员会,旨在为 ICANN 多个领导职务确认并选取人选。ICANN《章程》要求 NomCom 向 ICANN 董事会、通用名称支持组织 (Generic Names Supporting Organization) 理事会、国家和地区名称支持组织 (Country-Code Names Supporting Organization) 理事会和一般会员咨询委员会 (At-Large Advisory Committee) 选取一定数量的委任人员。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
