Point Québec registry’s (.QUEBEC) public comment on Preliminary Issue Report on Latin Script Diacritics (August 12, 2024)

 

Point Québec would like to welcome and express his support to the launch of a dedicated policy development process (PDP) to consider the issue where a base ASCII gTLD and the Latin script diacritic version of the gTLD are not variants of each other, and to consider what are the mechanisms needed in order to allow a single registry and registry operator to simultaneously operate both gTLDs.

The scope of the Policy Development Process for Latin Script Diacritics of this Preliminary Issue Report, is not restricted to the latin languages using the Latin Script, but includes the different languages families using diacritics with the latin Script. Point Québec support this proposed scope.

 

An inclusive Internet for the official language of Québec citizens, is at the paramount of the raison d’être of Point Québec.

In Canada the two official languages English-French are infringed in the Canadian Charter of Rights and Freedom giving equality status and equal rights as to their use in all federal institution.

In Québec the Chartre des Droits et des libertés de la personne stipulates that French is the only official language.

 

 Point Québec welcomes and support the considerations risen in the Issue Report for the impacts related with the issue of diacritics in the Latin script actual policies on human rights for Internet end-users, registrants, registry in Québec and Canada.

Point Québec share the Issue report suggestions that both the EPDP-IDNs phase 1&2, and the IDN ccTLDs and the ccPDP4 Final report could offered mechanisms and harmonization opportunities to overcome potential challenges like end-users confusion, and security topics.

Point Québec believes that the overall objective to achieve digital inclusion, and universal acceptance in the latin script spectrum will be by far better serve and implemented if the registry, and the registry operator give access to the latin script end-users[1] to both and simultaneously to the diacritic latin script TLD label and his TLD ASCII fall-out.

The diacritics in the latin script is the mirror and the essence of differential and specific cultural identifiers. The actual PDP proposition is a definitive positive step forward to include the languages and cultures in the digital space using the Latin Script.


[1] This is already the case for SLD in Canada and Québec, where both .CA et .QUEBEC are offering to a same registrant the ASCII SLD fall-out and/or the IDN SLD.
