IANA Stewardship Transition Coordination Group Issues Request for Transition Proposals and Suggested Transition Process Timeline

The IANA Stewardship Transition Coordination Group (ICG) is pleased to announce the release of a Request for Proposals (RFP), for communities interested in and/or affected by the transition of IANA stewardship from the United States NTIA to the global multistakeholder Internet community.

The RFP is available on the ICG website at:

Should any community submitting a proposal require clarifications to the RFP, these should be submitted to the ICG on or before Wednesday, 24 September 2014. Submissions should be sent by email tostewardship-rfp-questions@icann.org before this date, and responses will be provided by the ICG by 20 October 2014. Clarification questions will be posted to the public ICG mailing list.

Request for Proposal for Performance of Secretariat Function for the IANA Stewardship Transition Coordination Group

The IANA Stewardship Transition Coordination Group (ICG) is issuing today a Request for Proposals (RFP) to select a suitable contractor through ICANN process to perform its secretariat function.

Established in response to the announcement by the U.S. National Telecommunication and Information Administration Department (NTIA) of its intent to transition key Internet domain name functions to the global multistakeholder community, the ICG is comprised of representatives from different stakeholder groups to coordinate and deliver a single transition proposal.

Proposal must be submitted to SecretariatForICG-rfp@icann.org no later than Monday, 23 September 2014 – 23:59 UTC.

Background

On 14 March 2014, the U.S. National Telecommunications and Information Administration (NTIA) announced its intention to transition its stewardship over key Internet domain name functions to the global multistakeholder community, and called upon ICANN to launch and facilitate a process with the community to develop a proposal, meeting the criteria set out by the NTIA.

Following the announcement, ICANN published a Process to Develop the Proposal and Next Steps on 6 June, that is the culmination of a series of community discussions and input into the process to develop a proposal to transition stewardship of the IANA functions to the global multistakeholder community. The document reflects the multitude of views expressed in different fora and calls for the establishment of, among other things, a Coordination Group.

The communities represented in the Coordination Group launched internal processes to select their representatives, and submit those representatives to ICANN by 2 July. The newly formed IANA Stewardship Transition Coordination Group (ICG) is comprised of 30 individuals representing 13 communities, and includes direct and indirect stakeholders. The ICG had their first face-to-face meeting on 17-18 July in London, United Kingdom. You can find the ICG's draft charter, first meeting statement and other resources here.
