Public Comment is a vital part of our multistakeholder model. It provides a mechanism for stakeholders to have their opinions and recommendations formally and publicly documented. It is an opportunity for the ICANN community to effect change and improve policies and operations.
The MSR-6 should have included the characters being used in ethnic minority languages, i.e. U+17DD ( ៝). Please refer to the Bunong dictionary available at https://icc.org.kh/download/Bunong-Khmer_Bilingual%20_Dictionary.pdf. This character is being in ways that similar to two letters currently covered in MSR-6, i.e. U+179D (ឝ) and U+179E(ឞ). If these two are in MSR-6, U+17DD should be in too.
A suggestion to include U+17DD ( ៝) in MSR-6 for it is being used in ethnic minority languages in Cambodia.
