Dear Mr. Lynn:

At your recent meeting in Bucharest, Romania, the ICANN Board of Directors adopted the Evolution and Reform Committee's recommendations for reform entitled ICANN: A Blueprint for Reform ("Blueprint"). This document, which evaluates Internet stakeholder comments and suggestions concerning ICANN reform, frames the details of restructuring and transition for the corporation. I understand that ICANN will undertake to develop and implement specific tasks and activities under the Blueprint over the coming months.

Several members of the ICANN community have raised questions with my staff regarding the process that ICANN will follow between now and Shanghai for completing the reform process. Specifically, I would appreciate your clarification, by Friday, July 26th, as to how the comments of the various supporting organizations and advisory committees in Bucharest will be taken into account and as to what process will be instituted to further your reform efforts between now and the Board meeting in Shanghai scheduled for October 2002.
