9 December 2002 To: ICANN Board of Directors In response to the Committee on ICANN Evolution and Reform's "Proposed Transition Article of New Bylaws," which calls for nominees for the Interim At-Large Advisory Committee (ALAC), the At-Large Organizing Committee (Organizing Committee) nominates the individuals listed below to serve on the Interim ALAC. We widely solicited candidates to be considered for appointment to the Interim ALAC, using the Organizing Committee's member organizations and many websites and list serves as initial outreach mechanisms. The candidates listed below responded to our request for individuals who would be willing to serve on the Interim ALAC and who meet our recommended criteria for Interim ALAC candidates:
Background information on the candidates is attached. As you can see, we have an impressive group of nominees. Since many members of the Organizing Committee and of the ALAC Assistance Group also are candidates, it is impractical for the Organizing Committee or the Assistance Group to nominate ten individuals for appointment to the Interim ALAC. Further, we believe consideration should be given to creating an Interim ALAC that is diverse, effective, and broadly representative of the At-Large community (beyond the Organizing Committee), and we believe the Board is in a good position to create such a Committee. Therefore, we offer this list of nominees from which we recommend the Board appoint ten individuals to serve on the Interim ALAC. If additional nominees are identified prior to the Board's appointments, they will be submitted. We recommend that the Board apply the above criteria in making the appointments. We look forward to working closely with the Interim ALAC, and with the other candidates, to build an ALAC and supporting infrastructure that effectively involves and represents a broad set of individual user interests in ICANN. General of Asia and Pacific Internet Association, an Asia-wide Industry

also particiapated the Internet Association Japan (IAJ) to bring ICANN
related issues to the Japanese ministries (MPT and MITI) during IFWP and
ICANN's early days, visited Industry associations including Keidan-ren,
to help them understand and participate ICANN process in a wider perspectives.
I also initiated Internet Y2K campaign in Asia and Japan, help organize
White House Y2K roundtable in the U.S., supported Y2K monitoring operation
at the turn of the century, 3-day overnight operation in cooperation with

Pavan Duggal is a practising Advocate in the Supreme Court of India at New Delhi, having specialized in the newly emerging field of Cyberlaw & E-Commerce law in the last few years. An internationally renowned expert and authority on Cyberlaw, Pavan has also the credit of having done pioneering work in the field of Convergence Law. He is the Founder President of Cyberlaw Asia, Asia's pioneering organization committed to the passing of dynamic cyberlaws in the Asian continent. Cyberlaw Asia is engaged in the process of creating greater awareness about Cyberlaws in different countries of Asia. Pavan has been associated with UNESCO on Ethical, Legal, and Societal Challenges of Cyberspace in Asia and the Pacific. My teaching programme can be found under http://imv.au.dk/~wolfgang Born in Kisangani, (Democratic Republic of) Congo, raised and variously educated in Burundi, Holland, Nigeria and South Africa, Joris Komen was the curator of birds at the National Museum of Namibia from 1983-2000, and spent many years working on the endemic avifauna of southern Africa, undertaking a variety of bio-energetics, behaviour, bio-acoustics and taxonomic research. Much of this work has been published in local and international journals. The Internet and computerisation of museum collection inventories irrevocably lured him into information technologies, and he spent considerable time and energy promoting its relevance to African museums and, importantly, to schools in Namibia and further afield. He established an Internet presence for the National Museum of Namibia, one of the very first African museum web sites, and one of very few museums in Africa with web-based online inventory databases. He is the domain administrator for CUL.NA. He coordinated the African Museum Internet (AMI) Project, which facilitated Internet access at museums in Africa. There are presently some 23 African Museums connected as a result of the AMI Project. Joris championed the use of incentive-reward mechanisms to provide ICTs to schools in Namibia by way of a biodiversity-oriented school competition called Insect@thon. He was a founding member of Namibia's Internet Development Foundation (NAMIDEF), and has played a critical role in launching and driving SchoolNet Namibia, a welfare organisation which is committed to providing sustainable internet access to all schools in Namibia. Wendy is a staff attorney with the Electronic Frontier Foundation (EFF) and a Fellow at the Berkman Center for Internet & Society at Harvard Law School. Wendy founded and leads the Chilling Effects clearinghouse, a project to study and combat the ungrounded legal threats that chill activity on the Internet. A collaboration among the EFF and law school clinics across the country, the clearinghouse invites recipients and senders of cease and desist notices to submit these notices for analysis, in issue-spotting FAQ-style memos, and inclusion in its database. The website offers resources for Internet users who face legal threats, and, through its collection of data, the clearinghouse hopes to analyze the out-of-court effects of those threats to chill legitimate activity, or, conversely, the extent to which unlawful activity on the Net proves resistant to legal action. Chilling Effects has been featured in the New York Times and Boston Globe. Wendy also concentrates on the legal issues licensing and intellectual property rights presented by open code. She leads the Openlaw project, and its open DVD forum in defense of the DeCSS posters, arguing that technological protections for digital media must accommodate fair use and free speech. Openlaw participants filed an amicus brief in the Southern District of New York in the DeCSS case Universal v. Reimerdes. Wendy later drafted the cryptographers' amicus brief to the Second Circuit in the Reimerdes appeal. Particularly in the role that I play within Rotary International. R.I. is the oldest and largest volunteer service organization in the World. Often misunderstood as a businessman's luncheon club, R.I. is in fact a global organization with 1.2 million members in 31,000 clubs in 530 districts in 164 countries and is dedicated to local and international community service. All clubs are independent (often fiercely so) and yet are expected to live within, and to serve, the goals and bylaws of Rotary International. It is the job of District Governors to manage the structure at the District level and to facilitate the consensual compliance of the individual and the club with Rotary International guidelines.
