This advisory expands on the technical impacts related to DNS blocking first explored in SAC050 (DNS Blocking: Benefits Versus Harms – An Advisory from the Security and Stability Advisory Committee on Blocking of Top Level Domains at the Domain Name System).

The report provides a detailed description of various technical methods blocking DNS queries, including domain seizure via a registry or registrar, domain blocking in an authoritative server, and domain blocking in a recursive resolver. Additionally, the report describes some of the possible impacts that blocking content can have on the DNS, with the goal of informing governments, organizations, and other parties implementing DNS blocking about issues to consider when developing policies that depend upon the DNS to block or otherwise filter Internet content.
