Following the publication of 'Proposed Considerations for the Application of Han Script Single Character IDN Generic Top-Level Domains' by ICANN, many community members reached out to CGP experts to convey concerns regarding the application and delegation of single-character Chinese TLD. Consequently, some CGP experts expressed in the CGP mailing list that there should be more thorough and cautious consideration when adopting single-character Han scripts as IDN gTLDs.


As the co-chair of CGP, I believe clarification is necessary to ensure the community has a clearer understanding of CGP's stance: In the 'Proposal for a Chinese Script Root Zone LGR', CGP established rule set for Repertoire, Variants Characters, Visually Identical Characters and Variant Labels. CGP LGR addressed the issue of variant label generation for variant characters and visually identical characters. The semantic ambiguity issues have never been within the scope of our work. Therefore, the proposed CGP LGR makes no distinction between single-character labels and multiple-character Chinese labels.


In response to the feedback from CGP members, I hold the view that, as a team, CGP, should NOT, and has NOT be involved in registration policy discussions on single character issue, ICANN should introduce other mechanisms to reduce the risk of single-character TLD rather than just relying on LGR; as an individual, every CGP member does has right to express his/her personal opinion on registration policy. Therefore, I encouraged CGP members to share a diversity of viewpoints on this issue with ICANN during the public comment period.

Summary of Submission

 CGP LGR addressed the issue of variant label generation for variant characters and visually identical characters, making no distinction between single-character labels and multiple-character Chinese labels. However, the community members, including some CGP members expressed that there should be more thorough and cautious consideration when adopting single-character Han scripts as IDN gTLDs.
