It is very important that every recognition or derecognition of RIR come from a majority of RIRs on a vote basis. Also, the authority principle states that the ICANN has the final authority to adopt or not the proposal. I think one thing we need to clarify here specifically is whether it is the ICANN board or the ICANN org we are referring to.

The Rectification principle is well stated, and I believe with the rectification provision, the ICP-2 will be more about supporting the continuation of the RIR processes and the importance for them to stay compliant with their obligation, rather than promptly introducing the derecognition process.

I strongly agree with the Service Region principle and particularly the need to not overlap with the coverage of other RIRs. For this principle to be effective, it will be essential to have a clear definition of the coverage area and also to clearly specify the provisions in case of resource usage overlap between RIRs. For example, in the case that some RIRs are running out of IPv4 resources, yet others still have them, if a resource holder operating in one RIR coverage region tries to acquire this from another RIR region, it is a case of overlap or not, and how to resolve that concern.

I think it is essential for ICANN and the NRO to empower and collaborate with the RIRs that are facing issues meeting the ICP-2 requirements so that they can be able to do so. In a way that we focus on the continuation of process and not the derecognition. I can also recommend here gathering a community position before proceeding with any derecognition process.

I strongly agree with the ecosystem stability principle as outlined here, and particularly the cooperation part, which is very important in order to keep the global internet resource allocation stable and strong.

The support and collaboration outlined in this principle is key as it contributes to prioritizing the continuation of the process and the compliance and not just going straight to punitive measures.
The principles outlined in ICP-2 v2 are essential for framing the work and focus of RIRs. Initially, the ICP was primarily about the creation of new RIRs. However, at this stage, I believe it focuses more on ensuring that existing RIRs remain accountable and fulfill their requirements, also emphasizing on the continuity of their work to benefit the regions they serve.
