I am including the ISPCP comments regarding the Pilot Holistic Review TOR

The ISPCP considers that the new TOR for the Pilot Holistic Review are clearer and more concise than the previous one, but it is still lacking independent examination. Also 18 months to fulfill the PHR is too ambitious, considering the deliverables (12) and the amount of time required from community volunteers.
