Public Comment is a vital part of our multistakeholder model. It provides a mechanism for stakeholders to have their opinions and recommendations formally and publicly documented. It is an opportunity for the ICANN community to effect change and improve policies and operations.

CORE Association wants to express its support to the work of the WG and the Initial Report as a whole. We have actively participated in the WG, as well as in the way too many incarnations of this issue since 2012. We have been since its beginning the RSP for .quebec, and this case and the impossibility in 2012 to simultaneously apply for .québec perfectly illustrates the need for an exception to the strict, restrictive, literal application of the String Similarity paradigm when it only takes similariy into account, and not confusion, which is the real goal of the rule.
We encourage all actions required to make sure that this PDP allows a correction in the situation which also applies for the 2026 new gTLD round
