Public Comment is a vital part of our multistakeholder model. It provides a mechanism for stakeholders to have their opinions and recommendations formally and publicly documented. It is an opportunity for the ICANN community to effect change and improve policies and operations.

Tucows supports the Framework overall and agrees that the publication of this Framework is an important step towards ensuring that everyone is safe from harassment and unfair treatment and has a predictable and accessible path for recourse. We note with concern the exclusion of ICANN Staff from “the Community” of people who can approach the Ombudsperson for support with a conflict or complaint; ICANN Staff should be allowed to use the process that all other members of the ICANN Community have access to in order to resolve issues that arise as a result of their participation in the Community.
