I encourage a more practical, outcomes-oriented approach centered on three key questions: Are government systems UA-ready? Are startups and fintech platforms building with UA in mind? And are we embedding UA into digital public infrastructure? These questions reflect the real adoption gap, particularly in emerging and mobile-first economies, where digital services are rapidly expanding but often without UA compliance. Governments should be encouraged to integrate UA requirements into e-government platforms and procurement standards to ensure inclusivity by design. At the same time, startups, fintechs, and digital platforms, especially those shaping financial inclusion and e-commerce, must be actively engaged and supported to adopt UA as a core design principle rather than an afterthought. Furthermore, embedding UA into Digital Public Infrastructure, including digital identity systems, payment platforms, and public service delivery systems, is essential to achieving scale and sustainability. By explicitly addressing these implementation pathways, the guidelines can move beyond awareness and position Universal Acceptance as a foundational element of inclusive digital transformation and equitable participation in the global digital economy.
