등록기관간 이전 정책 은 도메인 이름 공간에서 경쟁 체제를 활성화하고 장려해야 하는 ICANN 의 의무에 따라 도메인 이름 보유자가 하나의 ICANN 인가 등록기관으로부터 다른 등록기관으로 도메인 이름을 이전하기 원하는 경우 그렇게 할 수 있는 직접적인 절차를 제공하는 것을 목적으로 합니다. 이 정책에는 등록기관이 도메인 이름 보유자의 그러한 이전 요청을 처리하기 위한 표준화된 요구 사항에 대해서도 규정되어 있습니다.

등록기관간 이전 정책은 ICANN 의 합의 정책 개발 과정을 통해 개발되었습니다. 2003 년 초에 이전 태스크 포스팀 보고서 에 포함된 GNSO 에 대한 29 개의 정책 권고안이 GNSO 평의회에서 가결되어 ICANN 이사회에서 채택되었습니다. ICANN 직원은 새로운 이전 절차의 실행을 조정하기 위해 이사회의 지시에 따라 커뮤니티 및 GNSO 지지 그룹의 회원으로 구성된 정보 이전 지원 그룹 (TAG) 에 자문을 구했습니다. 모든 ICANN 인가 등록기관 및 지원되지 않는 gTLD 등록기구 운영자는 이 정책을 준수해야 합니다.

이사회는 2008 년 11 월에 등록기관간 이전 정책에 대한 일부 개정안을 채택했습니다.

2004 년 7 월 12 일 ICANN 은 아래와 같은 최종적인 정책 문서로 구성된 등록기관간 이전 정책을 채택한다고 발표했습니다. 이 정책은 2004 년 11 월 12 일부터 발효됩니다. 원래 정책 권고안에서는 실행 후 3 개월 , 6 개월 및 12 개월 간격으로 정책을 심의해야 합니다. 이 정보 영역은 심의 프로세스 및 개정된 실행 세부 내용에 대한 공공 의견 요청이 있는 경우 필요에 따라 업데이트됩니다.

등록기관간 이전 정책

등록기관간 이전 정책은 모든 ICANN 인가 등록기관에서 채택되었습니다. 새 등록기관으로의 모든 도메인 이름 이전 요청은 아래의 표준화된 양식을 포함하여 이 정책에 명시된 절차에 따라 처리되어야 합니다. ICANN 인가 등록기관은 이전 분쟁해결 정책에 따라 등록기관이 이 정책을 준수하지 않았다는 주장으로부터 발생하는 분쟁 처리절차를 시작할 수 있습니다.

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
