洛杉矶——2021 年 1 月 14 日——互联网名称与数字地址分配机构 (Internet Corporation for Assigned Names and Numbers, ICANN) 于今天宣布 ICANN 董事会现已决定鉴于 2019 冠状病毒病 (COVID-19) 疫情的持续影响,ICANN70 届会议将以虚拟公共会议的形式召开。本届会议原定于在墨西哥坎昆市召开。在与社群领导人们进行协商后,ICANN70 届虚拟社群论坛的会议日期已经修改,目前预定在 2021 年 3 月 22 日至 25 日期间召开

ICANN 社群的健康与安全永远是一项头等要务,鉴于此,ICANN70 届会议在预定时期内采取亲自参会的方式将是不切实际的。董事会在作出这项决议时还提供了详尽理由。亲临参会仍旧面临着诸多挑战,包括各种不确定性,例如:参会人是否能够或愿意旅行;会议期间是否能够执行保持社交距离的要求;参会人当中可能存在潜在病例所带来的影响;全球各地第二轮病毒蔓延的进展。

董事会充分理解面对面交流互动的重要性并期待着在条件许可时,再次亲临 ICANN 公共会议的实地会场。董事会现已指示 ICANN 组织与 ICANN 社群展开协调,通过虚拟会议的形式来实现一场 ICANN 社群论坛的预期目标,为社群的长期重要工作、政策建议、能力建设等提供支持。

ICANN70 届会议将是 ICANN 自疫情爆发以来召开的第四场虚拟公共会议。ICANN 组织已于 2020 年 9 月开始与社群进行交流,吸取此前虚拟会议的教训,以及这些经验教训可以如何影响今后的 ICANN 公共会议。ICANN 组织还将采纳多项社群建议,改进 ICANN70 届会议的虚拟参会体验。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
