ICANN68 届会议将以远程公共会议的形式召开

洛杉矶——2020 年 4 月 9 日——互联网名称与数字地址分配机构 (Internet Corporation for Assigned Names and Numbers, ICANN) 于今天宣布原定将在马来西亚吉隆坡市召开的 ICANN68 届公共会议将转为仅用远程参会方式召开。ICANN 董事会决定 ICANN68 届会议将不再以实地现场会议的形式进行。相反,董事会现已指示 ICANN 组织搜集社群的其他反馈意见和建议,从而在我们无法亲临会场的情况下,仍旧能够召开一场有意义、高成效的 ICANN68 届政策论坛。

本届会议原定于 2020 年 6 月 22-25 日举行,现将成为第二届完全使用远程参会形式召开的公共会议。ICANN67 届会议原定于 2020 年 3 月 7-12 日在墨西哥坎昆市召开,后因世界卫生组织将"2019 冠状病毒病 (COVID-19)"疫情认定为一次国际关注的突发公共卫生事件,导致这次会议成为 ICANN 的首届全远程虚拟会议

随着越来越多的国家针对其公民发布了"居家令"、"封锁令"或"保持安全社交距离令"来延缓"COVID-19"的蔓延趋势,集会和国际差旅在可预见的将来都已经被有效暂停。ICANN 社群的健康与安全是一项头等要务,鉴于此,实地召开 ICANN68 届会议是不切实际的。

鉴于我们已经成功召开了 ICANN67 届虚拟社群论坛,ICANN 组织也征询了 ICANN 社群对如何改善今后虚拟会议的反馈意见。在其决定中,董事会还指示了 ICANN 组织与 ICANN 社群加以协调,找到最佳推进方案,从而达到人们对 ICANN 政策论坛的期望结果。社群反馈意见将被纳入到 ICANN68 届会议的规划和执行中去。

ICANN 简介

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
