“ICANN 多利益相关方精神奖”提名期现已开放 | ICANN 第 56 届会议揭晓奖项 | 2016 年 3 月 12 日截止提名

ICANN 非常高兴地宣布现已开放 ICANN "多利益相关方精神奖"的提名流程。本奖项于 2014 年 6 月在伦敦启动,旨在寻求在 ICANN 多个工作组或委员会中担任领导职务、并曾与多个支持组织和/或咨询委员会共同合作的长期社群成员。

"多利益相关方精神奖" 将表彰那些坚定支持共识性解决方案、认识到 ICANN 多利益相关方模型在互联网治理中的重要性、并采取实质行动致力于维护 ICANN 这一组织及其社群的更高利益的 ICANN 事务参与人。

本轮针对社群的提名期于 2015 年 12 月 10 日 开放,并将于 2016 年 3 月 12 日截止。

本奖项候选人必须参加 ICANN 社群工作至少 5 年以上。


  1. 证实候选人通过工作组或委员会参加了多利益相关方的志愿服务。
  2. 证实候选人在致力于达成共识时,秉承着合作的精神与其他社群成员进行了交流。
  3. 证实候选人采取公平、诚恳和合作的方式,促进了对话和开放性的讨论。
  4. 证实候选人在支持 ICANN 多利益相关方模型及其整体效率的过程中,还做出了额外贡献。


获奖者名单将在 2016 年 6 月举办的 ICANN 第 56 届巴拿马城公共会议上正式揭晓。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as"""" is not an IDN."
