More Information Regarding US Stewardship Transition-Related Expenses, including Lobbying

Recently, questions were raised regarding lobbying expenditures, and other activities by ICANN, related to the ongoing IANA Stewardship Transition discussions. These questions were raised in a number of forums including: message threads in the Cross Community Working Group on Accountability (CCWG), GNSO Working session in Dublin, Public Forum discussions in Dublin and Buenos Aires and during the most recent ICANN Quarterly Stakeholder Call (QSC).

ICANN has already responded to those questions by pointing to publicly available lobbying disclosure documents, which are required by the U.S. government's lobbying disclosure laws. These laws are aimed at disclosing lobbying contacts and activities related to influencing U.S. government officials in Congress and the Executive branch.

ICANN has maintained strict compliance with defined US lobbying disclosure requirements. Although published on other public sites, we have also recently added to our website ICANN's lobbying disclosure forms from the last several years.

In many of the questions raised about "lobbying," there are also references to other ICANN transition expenditures. Specifically, the community is interested in better understanding a broader set of activities, education and outreach related to ICANN's role. ICANN has posted a new set of information on the website, available here, where you will find a detailed breakdown of expenditures relating to the IANA Stewardship Transition, including vendor names, budget amounts and more. A breakdown table is also provided below.

As you can see (Figure 1 and Figure 2), a total of $765,829 has been spent with three firms: Akin Gump Strauss Hauer and Feld LLP, Kountoupes Denham and Mehlman Castagnetti Rosen Bingel & Thomas, Inc., which have been engaged on a monthly retainer to help us with all ICANN-related issues. These are the only non-staff related lobbying costs ICANN has incurred. All other contractors with which we work are not permitted, either by law or by contract, to lobby members of the U.S. government on behalf of ICANN. ICANN also has one registered in-house lobbyist, ICANN executive Jamie Hedlund,Vice President, Strategic Programs, Global Domains Division.

You will also note that $1,070,438, or about 11%, of transition-related expenses went to education and engagement. The distinction between this category and lobbying is important.

As part of our broader remit, ICANN has tried to raise general awareness of the IANA Stewardship Transition process and promote interest and participation in the multistakeholder model. These efforts are educational and are aimed at increasing global participation. Various partners who support these educational efforts work with ICANN to engage interested parties in the United States and around the globe.

Though the transition period effectively started on 14 March 2014, costs were not tracked to a project between March and June 2014, and included only the time of staff support as the transition  work was being organized, with insignificant professional services expenses.

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
