Outcome

The Root Zone Evolution Review Committee received three submissions, two from individuals, and one collective statement from eight Root Server Operators (RSOs) which was accepted after closure of the comment submission period. One (1) was from an external organization, and one (1) from an individual. In their submission, the submitters covered 8 topics.

This Public Comment summary report only includes the ICANN org staff summary of the comments. The RZERC will review the comments and consider whether to amend its findings and recommendations.

What We Received Input On

The RZERC seeks comment and input on its findings and proposed amendments of the RZERC Charter, as included in the Initial Report. The first review of the RZERC Charter is intended to consider whether the Charter is adequate and provides a sound basis for the RZERC to perform its responsibilities as envisioned in the development of the Cross Community Working Group to Develop an IANA Stewardship Transition Proposal on Naming Related Functions (CWG-Stewardship) Proposal.

The scope of the review was to determine whether:

  • the Charter enables the RZERC to fulfill its role and responsibilities as envisioned
  • there are any aspects of the Charter that are ambiguous and require amendment
  • there are any typographical errors in the Charter that require amendment
  • there are any elements of the work of the RZERC that should be captured in the Charter, but were not at the time it was originally drafted

Background

In 2016, the RZERC was formed to review proposed architectural changes to the content of the Domain Name System (DNS) root zone, the systems including both hardware and software components used in executing changes to the DNS root zone, and the mechanisms used for distribution of the DNS root zone. The RZERC Charter requires that the Charter shall be reviewed at least every five years, and a review may be initiated more frequently if determined necessary. The Committee began working with the ICANN org in August 2021 to develop a process for reviewing the RZERC Charter. In April 2022, the RZERC initiated its first charter review process.

The RZERC conducted its review over nine teleconferences in 2022. Overall, the RZERC believes its charter enables the committee to fulfill its responsibilities as envisioned and still fills a critical role in advising the ICANN Board. The RZERC proposes a few amendments to the Charter to address minor inconsistencies and omissions.
