Public Comment is a vital part of our multistakeholder model. It provides a mechanism for stakeholders to have their opinions and recommendations formally and publicly documented. It is an opportunity for the ICANN community to effect change and improve policies and operations.

Amazon supports the second revised draft of the Internet Coordination Policy - 2 (ICP-2), also referred to as the Governance Document for the Recognition, Operation, and Derecognition of RIRs. We would like to thank the volunteers for their important work. This draft provides crucial additional stability to the RIR system by providing for much needed emergency continuity procedures, improved mechanisms for auditing, recognition and derecognition of RIRs, and more robust requirements around the ongoing financial and operational independence of RIRs. This draft represents an important and needed step forward in RIR governance. We support moving forward in a timely manner on the adoption of this draft, and once again encourage ICANN to consider assuming the expanded role in the recognition, derecognition, audit, and emergency continuity processes as provided in the document.
