Public Comment is a vital part of our multistakeholder model. It provides a mechanism for stakeholders to have their opinions and recommendations formally and publicly documented. It is an opportunity for the ICANN community to effect change and improve policies and operations.

Wow, this is a very bad idea!
There MUST be due process BEFORE seizure in the home country of the domain owner.
Not to mention the HUGE security risk to users whose software relies on specific domains to provide authentication and safe updates.
I do not support seizure of domains without due process in a court that is based in the home country of the domain owner.
