Concerned over this language. Unlimited and sole discretion sounds like ICANN is becoming the dictatorship over the internet and will likely target other domain extensions if this is passed:

deny, cancel, redirect or transfer any registration or transaction, or place any domain name(s) on registry lock, hold or similar status, as it deems necessary, in its unlimited and sole discretion” [the language at the beginning of 2.7(b)(ii)

Then you further state that ANY government can request transfer of ownership. Where is the due process in any of this language? This seems to be an egregious error on ICANN's or Verisign's part.

(5) to ensure compliance with applicable law, government rules or regulations, or pursuant to any legal order or subpoena of any government, administrative or governmental authority, or court of competent jurisdiction,” [emphasis added]

These sections need to be completely removed from this amendment as it is completely stripping all protection from registrars

Summary of Submission
