Public Comment is a vital part of our multistakeholder model. It provides a mechanism for stakeholders to have their opinions and recommendations formally and publicly documented. It is an opportunity for the ICANN community to effect change and improve policies and operations.

The RrSG does believe that the proposed language for the Terms and Conditions for the New gTLD Program is appropriately consistent with the Recommendations.
The RrSG suggests that the Applicant Support Program Terms and Conditions should leave room for smaller ccTLD Registry Operators which represent a local region and need applicant support, as the Final Report states the Applicant Support Program should support diversification of the applicant pool (Final Report Recommendation #17.9) and these smaller Registry Operators can be a worthy participant in the Applicant Support Program.
Taking into account that Implementation Guidance 17.6 States: “Outreach efforts should not only target the Global South, but also those located in struggling regions that are further along in their development compared to underserved or underdeveloped regions” the RrSG believes this supports the “… high-level goals and eligibility requirements for the Applicant Support Program remain appropriate” as stated in Recommendation #17.1.
