Public Comment is a vital part of our multistakeholder model. It provides a mechanism for stakeholders to have their opinions and recommendations formally and publicly documented. It is an opportunity for the ICANN community to effect change and improve policies and operations.

Outcome

The Proposed Internet Coordination Policy 2 (ICP-2) Version 2 (v2) Principles document was posted for Public Comment from 8 October 2024 to 6 December 2024 and received 14 submissions.

The Public Comment proceeding was facilitated as a guided submission form where commenters responded to 24 questions, one for each principle in the document. For each principle, commenters expressed their level of agreement through a five-point scale (Strongly Agree, Agree, Neutral, Disagree, or Strongly Disagree). Commenters were able to elaborate on their responses with optional comments for each principle. Finally, there was a dedicated field at the end of the survey for general feedback where commenters could also provide input.

ICANN appreciates the time, dedication, and participation in this proceeding and is grateful to those who provided their timely feedback.

The Public Comment proceeding complemented an identical and concurrent questionnaire coordinated by the Number Resource Organization for the communities of the Regional Internet Registries. The data and summary report are available for review. The outcomes of both parallel feedback tracks contribute to the Address Supporting Organization Address Council's review of ICP-2.

What We Received Input On

Proposed Internet Coordination Policy 2 (ICP-2) Version 2 Principles document represents the first major step in the ASO AC’s work of revising ICP-2. It sets forth the core principles that the ASO AC believes should be captured in the next version of ICP-2. The ASO AC hereby submits these principles to the Internet community for feedback.

The document arranges draft principles by topic. The text of each principle is preceded by a short name that can be used for ease of reference. Definitions of capitalized terms can be found in the Glossary at the end of the document.

Background

The Address Supporting Organization (ASO) is one of the three supporting organizations under the Internet Corporation for Assigned Names and Numbers’ (ICANN) multi-stakeholder governance model. The ASO reviews and develops recommendations on Internet Protocol (IP) address policy and advises the ICANN Board on policy issues relating to the operation, assignment, and management of IP addresses. The ASO Address Council (ASO AC) is an elected body of up to fifteen members, comprising three volunteers from each of the five Regional Internet Registry (RIR) communities.

On 25 October 2023, the Number Resource Organization Executive Council (NRO EC) asked the ASO AC to establish and manage a process to propose updates to the Internet Coordination Policy 2 (ICP-2) document, in consultation with each of the RIR communities, to provide the RIR system with greater accountability to the Internet community. This Public Comment solicits feedback on the ICP-2 version 2 principles document. It complements an NRO EC effort to solicit feedback from each of the RIR communities.
