Section I: Description, Explanation, and Purpose

A working group formed to discuss the implementation [PDF, 445 KB] of recommendations arising out of the organizational review of the Root Server System Advisory Committee (RSSAC) has recommended amendments to the Bylaws addressing the RSSAC in order to comply with requirements of the RSSAC review final report [PDF, 235 KB]. The Board of Directors requested the posting of the proposed amendments to Article XI, Section 2.3 of the ICANN Bylaws for public comment. These Bylaws amendments are intended to clarify the continuing purpose of the Root Server Advisory Committee (RSSAC). The Community is now invited to provide input and comments on Proposed amendments to Article XI, Section 2.3 of the ICANN Bylaws [PDF, 100 KB].

Section II: Background

In January 2010 the Board approved the RSSAC review final report implementation steps and instructed the Structural Improvements Committee (SIC), in coordination with staff, to provide a final implementation plan to address the RSSAC review final recommendations and conclusions. A joint RSSAC-SIC Working Group formed to conclude the implementation of the recommendations arising out of the organizational review of the RSSAC has recommended modifications to the Bylaws addressing the RSSAC. On 20 December 2012, the Board directed the ICANN President and CEO to post for public comment the proposed changes to Article XI, Section 2.3 of the ICANN Bylaws that are necessary to modify the charter for the RSSAC in line with the recommendations arising out of the organizational review of the RSSAC.
