Public Comment is a vital part of our multistakeholder model. It provides a mechanism for stakeholders to have their opinions and recommendations formally and publicly documented. It is an opportunity for the ICANN community to effect change and improve policies and operations.
Allowing governments the ability to arbitrarily take over any domain name is bad policy. Dictatorial governments could easily take over a domain that contains negative information simply to thwart dissemination of facts that shine a bad light on that government. The policy would set a poor precedent and be open to abuse by fascist governments.
