Public Comment is a vital part of our multistakeholder model. It provides a mechanism for stakeholders to have their opinions and recommendations formally and publicly documented. It is an opportunity for the ICANN community to effect change and improve policies and operations.

What We Need Your Input On

ICANN org has published an initial version of the procedure for how it will choose a string, and we need your input on whether that procedure fulfils the recommendation and the criteria given in SAC113. Note that the input we need is on the procedure itself, but not on the criteria from SAC113. That is, ICANN org will use the criteria as published and not change them. ICANN org is explicitly not seeking input on possible strings that meet the criteria in SAC113.

In September 2020 the SSAC published SAC113: SSAC Advisory on Private-Use TLDs, recommending that the ICANN Board ensure a string is identified and reserved at the top level of the DNS for private use, and that this particular string must never be delegated. Please read SAC113 for a detailed background of the problem of private-use TLDs and how implementing this recommendation might help alleviate that problem.

In September 2022, the ICANN Board passed Resolution 2022.09.22.08 directing ICANN org to create an initial procedure, hold this Public Comment proceeding, and report the results of the proceeding. After that, the Board will decide how to proceed with the recommendation from SAC113.

Next Steps

ICANN org will consider all comments submitted during this Public Comment proceeding. Based on the comments, it may change the procedure; it will then publish the final procedure. ICANN org will report the results of this Public Comment proceeding, and the final procedure, to the ICANN Board. The Board will be asked to approve the final procedure and to have ICANN org proceed with the procedure.
