Public Comment is a vital part of our multistakeholder model. It provides a mechanism for stakeholders to have their opinions and recommendations formally and publicly documented. It is an opportunity for the ICANN community to effect change and improve policies and operations.

What We Need Your Input On

ICANN org is seeking your input on the Policy Status Report on the Policy & Implementation Recommendations adopted by the GNSO Council and ICANN Board in 2015. The report discusses the contents of the Policy and Implementation Recommendations and their performance against stated objectives by the GNSO Council and the ICANN community, based on readily available data, staff observations, and analysis to date. The report is intended to serve as input to the GNSO Council’s review of the policy and implementation related efforts.

Input on all areas of the report will be greatly appreciated, with particular emphasis on comments on the use and performance of the following policy development and implementation processes and guidelines:

  • The GNSO Expedited Policy Development Process (EPDP)
  • The GNSO Guidance Process (GGP)
  • The GNSO Input Process (GIP)
  • The Implementation Review Team (IRT) Principles & Guidelines
  • The Consensus Policy Implementation Framework (CPIF)

Background

In July 2013, the GNSO Council formed a Working Group, which was tasked to provide the GNSO Council with a set of recommendations on a number of questions that specifically related to policy and implementation in a GNSO context.

In June 2015, the GNSO Council adopted the Policy and Implementation Working Group Final Report, followed by Board approval of the parts pertaining to the ICANN Bylaws in September 2015. These recommendations resulted in the establishment of a set of new mechanisms, including the Expedited Policy Development Process (EPDP), Consensus Policy Implementation Framework (CPIF), and others. 

As part of the GNSO Council resolution, it was recommended that “a review of these recommendations is carried out at the latest five years following their implementation to assess whether the recommendations have achieved what they set out to do and/or whether any further enhancements or changes are needed”.

Next Steps

ICANN org will prepare a Public Comment Summary and Analysis Report at the conclusion of the comment period. The Policy Status Report will be updated to include relevant information from public comments and shared with the GNSO Council, who may then consider whether the report and public comments received provide sufficient information as a standalone report for assessment of the recommended mechanisms, or if further work on the Policy and Implementation recommendations should be undertaken.

Please note that this Public Comment proceeding has been extended by one week (47 days) to accommodate the ICANN80 public meeting in Kigali, Rwanda.
