The Registries Stakeholder Group (RySG) welcomes the opportunity to comment on the proposed ICANN Bylaws amendments on the IANA Naming Function Reviews.

As an important customer of the IANA and its Naming Function, the RySG has been tracking this topic since its origins in the Recommendations of the IANA Naming Function Review (IFR) as documented in the IFR Final Report.

We are pleased to state our support for these amendments to Articles 18 and 19 of the ICANN Bylaws. In particular, we appreciate the IFR Team’s receptivity to RySG input to address IFR team composition issues.

We note that the RySG has been a consistent supporter of the output of the IFR and its recommendations:

In December, 2020 the RySG expressed its support for the IFR Initial Report; and

In March, 2021 the RySG expressed its support for an amendment to the IANA Naming Function Contract, Recommendation 4 in the IFR Final Report.

The RySG also appreciates the care taken by the drafting team. The importance of ICANN Bylaws is hard to overstate. Precision and attention to detail in their language and composition demonstrate our shared respect for these documents and are important investments in the future of the institution.

Summary of Submission

The RySG supports these amendments to Articles 18 and 19 of the ICANN Bylaws and appreciates the IFR Team’s receptivity to RySG input to address IFR team composition issues.
