On behalf of the SSAC, please find SAC131: SSAC Comments on Functional Model for Root Server System Governance at the following link: https://itp.cdn.icann.org/en/files/security-and-stability-advisory-committee-ssac-reports/sac131-ssac-comments-on-functional-model-for-rss-governance-22-09-2025-en.pdf. In SAC131 the SSAC wishes to explicitly acknowledge the crucial role the Root Server Operators have performed over the years. Their steadfast stewardship and operational excellence have been critical to the global stability of the DNS. The SSAC supports the proposed Functional Model as a structural foundation for coordination and decision-making to support future RSS governance but asks for further specificity on various issues related to operations as described in the comment.
