Public Comment is a vital part of our multistakeholder model. It provides a mechanism for stakeholders to have their opinions and recommendations formally and publicly documented. It is an opportunity for the ICANN community to effect change and improve policies and operations.

auDA thanks the members of the Working Group for their work in developing the Functional Model (FM).
auDA offers general comments broadly in support of the FM. It is preferable to have some governance structure than the status quo. The FM must focus on protecting the root server system from disruption. The right stakeholders are proposed to be engaged. The responsibilities proposed for the FM are appropriate. It appears to meet the RSSAC's success criteria.
The FM must not allow existing operators or stakeholders to block evolution of the root server system or of the FM in future.
auDA suggests additional clarity about risk management, finance, the empowerment of the proposed governance structure, and the relationship between the RSSAC and the proposed governance structure.
