This Public Comment Summary Report includes ICANN and PTI’s responses to the comments received. All received comments have been taken into consideration, and where appropriate and feasible, will be incorporated into the Adopted PTI FY27 Operating Plan and Budget in mid-April 2026.

According to the PTI Bylaws, Article 9.2(e), immediately after the PTI Board approves the Annual Budget, it shall be submitted to the ICANN Board for inclusion in ICANN’s revised annual operating plan and annual budget. What We Received Input On
In this Public Comment proceeding, Public Technical Identifiers (PTI) is asking for community input on the Draft Operating Plan and Budget for fiscal year 2027 (FY27). This plan outlines all costs directly tied to delivering the Internet Assigned Numbers Authority (IANA) functions. It describes how PTI intends to prioritize work that supports IANA’s core operations and how PTI proposes to advance the three focus areas of the IANA 2030 Strategy: Innovation, Operational Excellence, and Community Engagement.

Background
PTI is an affiliate of ICANN that, through contracts and subcontracts with ICANN, is responsible for the operations of the IANA functions. The ICANN Bylaws and PTI Bylaws require the annual preparation and adoption of a PTI budget prior to the start of each fiscal year. The FY27 PTI Operating Plan and Budget (OP&B) sets forth the strategic efforts and organizational commitments for the upcoming fiscal year and covers all costs directly related to delivering IANA services. This includes daily operations, ongoing tool and system enhancements, performance and customer-satisfaction reporting, and monitoring and maintenance of the security and integrity of critical Internet infrastructure. Once the Public Comment proceeding is complete, the finalized PTI OP&B will be presented for adoption by the PTI Board. It is then provided to the ICANN Board as an input for ICANN’s planning processes.
The ICANN Bylaws also require the annual development of an IANA OP&B, which is a separate document that builds on the PTI OP&B’s foundation by adding ICANN’s oversight activities related to PTI’s performance. The IANA OP&B is reviewed by the ICANN Board together with the broader ICANN Operating Plan and Budget to ensure full support for the IANA functions.
To streamline processes and avoid duplication of efforts, while still respecting the separation between the entities, the Public Comment proceeding for the PTI OP&B is separate from the Public Comment proceeding for the IANA OP&B and the ICANN OP&B. That proceeding is taking place concurrently.
