Public Comment is a vital part of our multistakeholder model. It provides a mechanism for stakeholders to have their opinions and recommendations formally and publicly documented. It is an opportunity for the ICANN community to effect change and improve policies and operations.

Outcome

Internet Corporation for Assigned Names and Numbers (ICANN) organization (org) and Public Technical Identifiers (PTI) (the ICANN entity set up to perform the IANA functions under ICANN’s mandate) received comments from seven community groups, which consisted of 38 comments. The comments are categorized into four themes: document structure, planning assumptions, operating activities, and financials. This Public Comment Summary Report includes ICANN org and PTI’s responses to the comments received. All received comments will be taken into consideration, and where appropriate and feasible, will be incorporated into the revised Draft FY24 IANA and PTI Operating Plan and Budgets.

FY24 PTI Operating Plan and Budget:

According to the PTI Bylaws, Article 9.2(e), immediately after the PTI Board approves the Annual Budget, it shall be submitted to the ICANN Board for inclusion in ICANN’s proposed annual operating plan and annual budget. The PTI Board adopted the FY24 PTI Operating Plan and Budget on 16 January 2023. Please see the Adopted FY24 PTI Operating Plan and Budget, on the PTI website, here.

FY24 IANA Operating Plan and Budget:

The FY24 PTI Operating Plan and Budget was incorporated into the FY24 IANA Operating Plan and Budget. According to the ICANN's Bylaws, Article 22, Section 22.4(b)(v), promptly after the Board approves the IANA Budget, the Secretary shall provide a Board Notice to the EC Administration and the Decisional Participants; and Article 22, Section 22.4(b)(vi), if no Empowered Community rejection process is pending, the plan adopted will go into effect at the start of the fiscal year. The FY24 IANA Operating Plan and Budget passed through the Empowered Community process with no rejection on 1 April 2023. The FY24 IANA Operating Plan and Budget will go into effect on 1 July 2023.

What We Received Input On

This Public Comment proceeding seeks community feedback on the Draft IANA FY24 Operating Plan & Budget and the Draft PTI FY24 Operating Plan & Budget.

PTI is an affiliate of ICANN and, through contracts and subcontracts with ICANN, is responsible for the operations of the IANA functions. PTI has its own Bylaws that require the organization to develop its own annual PTI OP& B. The PTI OP&B includes all costs directly related to the delivery of the IANA services: performing day-to-day operations, developing and evolving tools and systems, reporting on performance and customer satisfaction, and maintaining the security and integrity of key elements of Internet infrastructure.

The IANA OP&B includes the PTI OP&B, activities related to the contract oversight, and activities incurred by ICANN. Once the PTI OP&B is adopted by the PTI Board, it is then incorporated into the broader IANA OP&B, which is considered by the ICANN Board to support the operations of the IANA Functions.

Because the annual IANA OP&B comprises the full PTI OP&B, it is important that both documents are thoroughly reviewed during the Public Comment process.

Background

The Annual OP&B sets forth the focus of effort and organizational commitment for the current fiscal year. ICANN’s Bylaws and PTI’s Bylaws require the preparation and adoption of an Annual OP&B prior to the commencement of each fiscal year.
