Summary of Submission

APRALO is pleased to submit our input and recommendations to the Continuous Improvement Program (CIP) Framework.


Input:

Support for the Framework: We endorse the CIP Framework as it offers a robust alternative to Independent Examiner-led reviews by fostering community-wide stakeholder participation. The framework's flexibility is a key consideration for our support - in particular, through its five common principles which can and should apply across the organizational structures of SOs, ACs and NomCom and complemented by the ability for each ICANN group to tailor criteria and timelines suited to their unique purposes and resources.

Endorsement of Principles: The five overarching principles—focusing on purpose, effectiveness, efficiency, accountability, and collaboration—are critical for ensuring continuous improvement. They are sufficiently broad yet actionable, with SMART indicators enabling relevance and adaptability. Retaining references to “accountability” (in Principle 4) and the “multistakeholder model” (in Principle 5) is vital to align this CIP Framework  with ICANN’s values.

No objection to Assessment Plan: The proposed two, 3-year assessment periods allow sufficient time for implementation, evaluation, and iterative adjustments to ensure the Framework's effectiveness.


Recommendations:

1. Further clarity and refinements in areas such as specific criteria, indicators, and implementation timelines can enhance the Framework’s adaptability and efficacy.

2. Additional guidance on balancing bespoke flexibility with common principles will support consistent application across diverse groups.

3. Consider and determine the feasibility of also introducing flexibility in the proposed Assessment Plan timeline, for example, by staggering the periods to apply to different structures or sub-structures as needed.
