SAC 124 | Executive Summary for SSAC Advice on Name Collision Analysis

This advisory documents the SSAC’s view and additional findings related to the Name Collision Analysis Project (NCAP) Study Two Report published on 5 April 2024. “Name collision” refers to the situation in which a name that is used in one namespace may be used in a different namespace, where users, software, or other functions in that domain may misinterpret it. 

The SSAC fully endorses the findings and recommendations presented in the NCAP Study Two Report and emphasizes the risk management framework proposed by the NCAP Study Two Report.

The SSAC also provides additional considerations to the ICANN Board regarding privacy concerns for risk assessment.

Recommendations

• Recommendation 1: The SSAC recommends that the ICANN Board adopt and implement the recommendations in NCAP Study Two.
• Recommendation 2: The SSAC urges the ICANN Board to prioritize finding appropriate solutions within the proposed Name Collision Risk Assessment Framework that allow for sufficient data collection and analysis to properly inform mitigation strategies for name collisions.
• Recommendation 3: The SSAC welcomes the engagement from ICANN Org and is committed to offer its expertise throughout the process.
