Fundació puntCAT welcomes the effort carried out in this Preliminary Issue Report and thanks the ICANN Policy Support Staff for the the time committed and the clarity this provides to the discussion. 

This issue has been raised repeteadly in the past by many individuals and organizations that are active in the ICANN community. having committed their time and dedication in helping identify this issue as an important one to advance towards a real multilingual Internet where all scripts, and in this case, languages using the Latin script in one of its many current versions with Diacritics (note the name of our entity "Fundació puntCAT"), can be found on the same footing as English. 

We believe that this PDP should pave the way to a long-awaited solution for the issues discussed in the Report, of great relevance for current Registry Operator and future applicants considering linguistic and/or cultural TLDs using Latin script languages other than English.
